Job Description

The Homeand Security and Resilience (HSNR Line of Business within ICF seeks a Senior Manager, Project Controls for a major Disaster Recovery Program. This position is full time and based at ICF’s offices in Puerto Rico. The position reports to the HSNR Program Manager.

What you’ll be doing:

  • Develop and implement project management control tools, techniques, plans, and related materials consistent with best practise as promoted by the Project Management Institute (PMI). Plans might include: program management, data protection, organizational design, work breakdown structure, cost reporting and budgets/forecasts by month, detailed schedules and delivery milestones, performance metrics, variance analysis, subcontractor oversight, and change control processes
  • Work in close collaboration with the on-site Project Financial Controller (PFC) and use the controls process to assist the Program Manager, and other staff monitor program activity, contractual and financial performance, and progress adainst scope, schedule and budget in a fast-paced and changing environment
  • Review, implement, and evolve the tools, techniques, plans, processes, and associated reporting needed to adapt to the evolving and growing scope of the program through its entire life cycle of the program
  • Ensure that tools and plans support the effective integration of subcontractors, adhere to contractual and regulatory requirements, and integrate well with technology and other information systems
  • Collaborate with departments at ICF headquarters.

Required skills and Experience

  • Demonstrated successful experience in a Senior Project Controls role supporting large, complex projects
  • 8+ years of experience in a similar project controls role
  • Bachelor’s Degree.

Professional Skills:

  • Excellent verbal, interpersonal and written communication skills
  • Self-starter/team player with the ability to work in a fast-paced environment with experience handling multiple priorities and ability to work extended hours.
  • Demonstrated level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact, diplomacy and commitment.
