The United States Agency for International Development (USAID) has contracted through ZemiTek partnered with CAMRIS International, to recruit and hire a qualified individual for the following position:

Title: Senior Monitoring and Evaluation Advisor (Consultant)

BACKGROUND
The Bureau for Africa’s Policy, Outreach, Strategy and Evaluation (POSE) team seeks a senior monitoring and evaluation advisor for a short -term assignment. POSE is part of the Africa Bureau’s Office of Development Planning (AFR/DP). AFR/DP provides leadership for Bureau strategy and policy development and overseas monitoring, evaluation and assessment of performance of Africa Bureau programs. AFR/DP identifies and addresses crosscutting development issues, manages the allocation and tracking of budget resources, assesses the impact of assistance, coordinates assistance with other donors, provides guidance on overall program and budgeting strategy and policies, and coordinates public outreach on USAID Africa programs. The Senior Monitoring and Evaluation Advisor will report to the head of AFR/DP/Policy, Outreach, Strategy and Evaluation Division (POSE). The Senior Monitoring and Evaluation Advisor will be the Bureau’s technical advisor for M&E issues and key point of coordination with the field on M&E issues and guidance. The Senior Advisor will work closely with the other M&E staff in DP, the Bureau for Policy, Planning and Learning (PPL) and other Bureaus and Independent Offices throughout USAID as well as other stakeholders as necessary.

ROLES AND RESPONSIBILITIES
* Serves as key AFR point of contact for all M&E issues, especially those related to the Agency’s Evaluation Policy defining the purposes, types, and approaches to evaluation as a means of systematic feedback about the Bureau’s development programs.
* Support and provide guidance to USAID Mission Program Offices and staff throughout the Africa Region (AFR). Advise Mission M&E on the application of USAID M&E policies and procedures; provide insight and information on agency and M&E best practices.
* Leads the development and implementation of AFR’s M&E agenda based on Mission requests for assistance and other data gathered through the review of Performance Plans and Reports (PPRs) and USAID Forward data, and performance and impact evaluations.
* Work with PPL, other USAID Bureaus, and the State Department (as needed) to provide technical input on agency/interagency M&E policy, guidance and reports.
* Ensures that Mission strategies and programs are conceptualized and organized with an appropriate plan for M&E to assess program performance, effectiveness, and impact following procedures outlined in a Mission Order on performance M&E that describes context-specific approaches and expectations.
* Assists Missions in the establishment and use of performance management plans (PMPs) with results reported annually through the Performance Plan and Report (PPR).
* Participates in Washington-based reviews of Missions’ evaluation scopes of work and draft evaluation reports to ensure the quality of these products.
* In collaboration with PPL, reviews training materials and suggests improvements to training curricula or recommend cost-effective and appropriate teaching methodologies to deliver these curricula, including regional workshops, webinars, and other online coaching venues.
* Disseminates any relevant information, updates, or follow-up actions to Mission program officers and technical teams as needed.
* Prepares materials for M&E presentations and briefings and deliver formal and informal M&E presentations, as assigned.
* Collaborates with other Bureau M&E POCs, particularly PPL/LER on M&E issues.
* Provides advice that is timely, responsive and accurate. Maintains appropriate rapport with internal and external customers. Develops and establishes working relationships with external organizations as required.
* Other tasks as necessary.

DELIVERABLES AND ACTIVITIES
* Provide Bi-weekly summary report of key tasks and deliverables produced.
* Reviews and provides feedback on 2-3 M&E SOWs monthly
* Monthly deliverable/content for the Africa Bureau M&E Community of Practice
* Provide two presentations or roundtable discussions on M&IE issues
* Masters degree in a field related to international development or monitoring and evaluation.
* 5 years of professional, experience-based understanding of program monitoring, performance management, evaluation, and reporting approaches and tools and their use in a development context.
* Knowledge of the U.S. Government’s foreign policy objectives and development programs, including awareness of key legislative mandates and Congressional perspectives as they relate to monitoring and evaluation of development results.
* Knowledge of development conditions in Africa, including host country policies and priorities, and of African communities and societies as evidenced by at least five years of relevant experience concerning development program implementation in sub-Saharan Africa.
* Professional competence in the use of behavioral/social science research methods, both quantitative and qualitative, and their application to performance management and evaluation, and knowledge of approaches used and results achieved by other donors and the academic community.
* Ability to analyze and synthesize information to present complex issues clearly and forcefully both orally and in writing.
* Ability to exercise logic in constructing and testing hypotheses and causal links, and to interpret quantitative and qualitative information for policy formulation and guidance.
* Ability to assess staff training needs and develop appropriate training programs that provide the skills needed for effective performance management.
* Skill in working collaboratively as part of a high performance team and with a wide range of development professionals at all levels of the organization.
* Ability to write clearly, present orally, and interpret evaluation principles and findings for policy statements and field guidance.
* Ability to speak French or Portuguese is desirable.
* US Citizenship and the ability to obtain a Secret security clearance required.
