SHELADIA is seeking an Expat Senior Monitoring and Evaluation Specialist with experience in Bangladesh as noted below;
The Senior Monitoring and Evaluation Specialist establishes, manages, and analyzes the overall activity system to track progress towards meeting program goals, outcomes, and benchmarks, and overseeing the operations research. The professional must be adept at performing the following tasks: (ii) devises and implements a monitoring and evaluation system; coordinates and oversees all evaluation activities; (ii) manages and implements the research agenda, including both operational research and rolling assessments as well as other as-needed activities to support learning; (iii) leads the development of the evaluation design, tools, protocols and procedures; designs the monitoring and evaluation tools and forms; provides instruction, oversight and monitoring for use; (iv) designs and develops data collection procedures; (v) manages monitoring and evaluation data collection activities, including collaboration with technical teams on relevance and use and with all teams for logistics of form distribution and collection; (vi) manages data processing, including data transfer, entry, verification and cleaning as required; (vii) ensures that data and forms are filed according to compliance protocols; (viii) manages internal communication on M&E progress and results; (ix) coordinates reflections on program data-involving all relevant partners to promote learning; (x) manages M&E staff and/or consultants; and (xi) other duties that may be required. The Senior Monitoring and Evaluation Specialist will have a postgraduate degree in public/business administration, international relations, other social sciences, or a similar relevant field, PhD. preferred, who: (i) with a Master’s degree, 10-12 years’ experience with performance monitoring, monitoring and evaluation, or operations research related to education in development work; (ii) with a PhD, 5-8 years related experience (as above); (iii) at least five years monitoring and evaluating agriculture and Infrastructure sector programs; (iv) at least two years’ experience working with national/local institutions; (v) demonstrated experience in monitoring results and indicators of agriculture and infrastructure quality, learning outcomes, access, retention, and community engagement; (vi) demonstrated experience in leading and supervising staff/teams; (vii) excellent analytical skills and aptitude for details; (viii) strong statistical analysis skills, including use of statistical packages like SPSS, databases and dashboards; (ix) capacity to work in difficult conditions and function well under pressure; (x) international experience required; experience in a developing country, particularly in South Asia, essential; (xi) has a proven track record of successfully completing assignments on time; (xii) experience working on USAID-funded projects is required; and (xiii) is fluent in English.
