Project Summary:

The five-year USAID/Indonesia Harmoni activity will promote tolerance and inclusion and reduce the risk of violent extremism. Harmoni will focus support on interventions that are narrowly targeted towards communities and individuals most at risk of radicalization, with an explicit mandate to build the resilience of key Indonesian institutions – governmental, civil society, religious, and community-based – that represent the front line in preventing violent extremism in Indonesia. The project will focus on at-risk communities and vulnerable population groups.

Position Summary:

The short-term Senior Monitoring, Evaluation, & Learning (MEL) Advisor will directly report to Harmoni’s Chief of Party and provide senior level technical support to Harmoni’s MEL team. Harmoni’s MEL team is overseen by MEL Manager and MEL Specialist in close cooperation with the program team and support from MSI’s Home Office.


  • Support and advise the MEL Specialist to provide ongoing monitoring, data collection, verification, analysis and reporting

  • Work with the MEL Specialist to ensure that the program team understands the project plan and its indicators to ensure that they are able to help monitor and count grantee performance against specific indicators

  • Roll out a system for integrating data collection and verification into grant POC tasks and responsibilities, including the development and/or translation of tools

  • Review current AMEL Plan and Results Framework reporting to identify and initiate necessary Data Quality Analyses (DQAs)

  • Review results of recent USAID DQA on indicators and ensure recommended follow up actions are completed

  • Provide technical input and support for ongoing survey to verify data reported

  • Draft year learning plan

  • Review tracking system, definitions and targets to identify and recommend adjustments to the MEL systems and/or definitions and data collection approaches to improve tracking systems

  • Support development of new grantee MEL plans as needed

  • Provide support to the MEL Manager as needed


  • University degree in relevant social science field required

  • Minimum of ten years of relevant work on international development democracy, governance or conflict related programming

  • Minimum of three years of experience managing M&E systems for USAID programs

  • Demonstrated knowledge of USAID Monitoring and Evaluation (M&E) indicators, approaches, and requirements

  • Experience developing and implementing MEL Plans, monitoring instruments, baseline data collection, and M&E storage systems

  • Expertise and professional experience with surveys and data management and analysis preferred

  • Experience training and overseeing data collection staff

  • Demonstrated analytical skills and ability to tackle complex issues

  • Experience working with M&E database systems

  • Strong understanding of Indonesian context

  • Knowledge of and experience with topics covered above in the Project Summary, preferred

  • Experience with project communications, including success stories and quarterly reports

  • Familiarity with MS Office applications, including Excel

  • Knowledge of MSI systems preferred

  • Fluency in English and Bahasa Indonesian required
