Job Description

Essential Duties/Tasks and Responsibilities:
 Lead the program’s monitoring efforts to ensure data collection, analysis, and learning is fully integrated
into all program components.
 Lead efforts to compile monitoring data, conduct analysis, draw conclusions on activity impact, and make
recommendations to improve program performance
 Recommend ways to strengthen monitoring systems for improved reporting and performance management.
 Lead evaluation activities, including training of data collectors, data collection, implementation, data
management and quality assurance and other related tasks.
 Lead development of evaluation design, methodology, sampling strategy, and data collection instruments
for baseline assessments, mid-term and final performance evaluations, and special studies as required.
 Lead design of appropriate qualitative data-collection tools (e.g. interview and focus group questionnaires)
as part of defined research plans.
 Support assessment and evaluation teams as needed, organizing fieldwork and supporting the development of work plans, presentations, and reports.
 Response to the design, quality, development, and completion of all assessments
 Contribute to communications products — from weekly reports to program success stories, targeted
presentations, and reports — with an eye toward capturing programmatic results and impact.
 Provide vision and leadership to the Mission’s efforts to improve Collaborating, Learning, and Adapting
(CLA).
 Facilitate collaboration among implementing partners (IP) and track adaptations for lessons learned.
 Liaise with USAID personnel, IP personnel, and Government of Jordan stakeholders as necessary.
 Serve as evaluation team leader of select evaluations.
 Any other duties as assigned.


Required Knowledge, Skills, and Abilities:
 Strong understanding of data collection and analysis methodologies.
 Demonstrated experience in analyzing and reporting on program impact.
 Excellent analytic skills, oral and written communication skills, interpersonal skills, and team management
skills.
 Proven ability to work on and leading an evaluation team.
 Previous experience designing and field testing surveys and other data collection instruments.
 Experience with programming focused on economic development, democratic accountability, public
services, and/or gender inclusion preferred.
 Project management skills highly desired.
 Familiarity with USAID policies related to evaluation and performance management highly desirable.
 Previous experience managing sub-contractors is desirable.


Minimum Requirements:
 At least five years of experience in design and implementation of qualitative and quantitative inquiry
methods and results, preferably with USAID-funded programs required.
 Excellent knowledge and understanding of USAID monitoring, evaluation, and learning (MEL) policy and
directives.
 Proven experience creating and managing performance monitoring plans required.
 Proven experience carrying out the full suite of monitoring activities, including reporting, site visits, pre and
post surveys, verification studies, data quality assessments, geospatial information systems mapping, and
other relevant techniques.
 Native fluency in English is required; oral and written fluency in Arabic highly desired.


Education: Master’s degree in international relations, economics, statistics, political science, public policy or
related field required.


Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift
small objects up to 20 lbs.


Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: International travel required and may include travel to fragile, post-conflict zones.

Overview: International Business & Technical Consultants, Inc. (IBTCI) is seeking an experienced Senior MEL Specialist for the anticipated USAID Monitoring, Evaluation and Learning (MEL) Activity in Jordan. The mission-wide platform will contribute to 1) ensuring that USAID’s development programs in Jordan achieve their intended results through an efficient and effective mechanism, and 2) building the institutional capacity of local MEL firms to assuming increasing management responsibility of MEL awards. The position is contingent upon award.
