Project: TA Facility of the Transforming Financial Systems for Climate Change (TFSC)

The Transforming Financial Systems for Climate (TFSC) program is part of a global €653 million effort of the Agence Française de Développement Group and the Green Climate Fund to develop a market for climate finance in 17 countries across Africa and Latin America. The TFSC is supporting the National Bank of Egypt in developing its Climate Change Strategy and Environmental and Social Risk Management System.

The specific objectives of TFSC in Egypt are:

  • Support National Bank of Egypt (NBE) in adopting a climate finance strategy and tools.
  • Provide support for the promotion of green sustainable growth in different sectors, leveraging both public and private financing.
  • Consolidate the application of market-based instruments for environmental/climate-smart investments.
  • Improve the competitiveness and growth of cleaner business opportunities that lead to job creation.

DAI is looking to recruit Senior Non-Key Expert in Climate Finance and E&S Risk

to support to the Key Expert for E&S Risk in relation to the following main tasks and deliverables:

  • Technical quality control review of documents translated by others to/from English and Arabic;
  • Development and quality control of E&S due diligence procedures and tools (e.g. site visit checklists, pro forma reports) to be used by bank staff and/or consulting firms acting on their behalf, including checking on alignment with Egyptian regulations and the realities of Egyptian companies;
  • Assessment of training needs and content development/delivery of training modules for bank staff on E&S topics and E&S risk management;
  • Review of E&S information on specific loans to private sector projects in the climate mitigation and adaptation space especially energy efficiency, renewable energy and sustainable agriculture projects;

Requirements:

  • Fluent in written and spoken English and Arabic;
  • Extensive knowledge and experience of Egyptian regulations on environmental protection, occupational health & safety, environmental impact assessment, etc. good knowledge of how these work in practice, especially in relation to mid- and large- size corporates in the manufacturing and industrial sectors;
  • Good knowledge of environmental, health & safety management systems, supply chain assurance systems and similar good practices & their uptake and maturity in the Egyptian corporate sector;
  • At least familiar with relevant international norms especially IFC Performance Standards and the sustainability policies of international development financial institutions and the Equator Principles;
  • Previous experience of E&S work for banks, private equity funds or international development finance institutions is an advantage.
