Position Mandate

USAID Innovation, Technology and Research (ITR) awarded the Catalyst contract to Resonance in September 2018. The Catalyst Project is a 5-year (two base years, 3 option years), $34 million-dollar contract. The Catalyst project is a flexible buy-in mechanism that provides institutional support and technical assistance in the design and implementation of innovation and challenge programs.

The Catalyst Senior Operations Manager will lead all project operational, financial, and administrative processes, ensuring compliance with USAID and Resonance polices, processes, and best practices. This is a full-time position based in Washington DC or remote reporting to the Program Director.

OUTCOMES / ESSENTIAL FUNCTIONS

  • Oversee the administration of project operational policies and processes and ensure all are practiced correctly and consistently.
  • Oversee project finance processes, including the development of monthly financial report, updating the project budget tracker, completing budget and LOE analysis, and preparing client facing budget updates for each buy-in.
  • Support the process of monthly corporate revenue projections. This will be done in coordination with the Project Director and Analyst.
  • Oversee hiring of new project staff or consultants. Ensure the quality of scopes and job descriptions and that the Talent team are effectively sourcing quality candidates.
  • Oversee and advise on the grants under contract (GUC), including grantee due diligence, review and monitoring of implementation, grantee compliance, and grantee closeout.
  • Oversee partners/subcontracts, including budget tracking, new staff approvals, and contract modifications.
  • Oversee the project’s acceleration subcontractors, including supporting the development of requests for proposals, competitive selection process, subcontract packages, subcontract management, and subcontract closeout.
  • Oversee all procurement of services and goods ensuring processes comply with USAID and Resonance rules and regulations.
  • Ensure all required project deliverables are uploaded to the USAID Development Experience Clearinghouse.
  • Ensure the Catalyst Project always maintains audit-worthy grant files.
  • Manage the Project Analyst.
  • Support the development of project contract deliverables, including detailed inputs to annual work plan and the annual report.
  • Other tasks as assigned.

REQUIRED EDUCATION & EXPERIENCE

  • Bachelor’s degree in International Relations, Public Administration, Business Administration, or another relevant field required
  • At least five years’ experience managing USAID funded contracts
  • Deep understanding of USAID rules and regulations and how to dynamically apply them
  • Experience managing the full lifecycle of grants under contract, including due diligence, grant implementation, and closeout
  • Systems thinker, with a proven ability to quickly understand operational challenges and implement effective solutions
  • Outstanding written and oral communications skills and demonstrated experience interacting with implementing partners and clients
  • Proven ability to manage complex and competing priorities and ensure that key deadlines are met
  • Strong attention to detail
  • Proficiency with MS Office (Word, Excel, PPT) and OSX applications
  • Understanding of and demonstrated passion for international development

PREFERRED EDUCATION & EXPERIENCE

  • Master’s degree
  • Ability to speak Spanish or French
  • Experience managing field-based international development projects

TRAVEL EXPECTATIONS

Limited travel could possibly emerge dependent on requirements.
