The objective of the project is to provide procurement advisory services that establish transparent and high-quality practices for sustainable development of the country’s transport and airport infrastructure.


Job Description:

This position will report to the Project Director in the home office.

  • Assessment of transportation agency procurement processes utilizing Methodology for Assessment of Procurement Systems (“MAPS”) tool or other internationally-accepted models;
  • Conducting market research and activities to strengthen procurement planning, including transparent and fair assessment of value and life-cycle costs;
  • Preparation of bidding documents for complex aviation tenders, to include developing technical specifications and terms of reference;
  • Advising on tender evaluation criteria and conducting post-award reviews of the evaluation process;
  • Recommending streamlined procurement reporting procedures;
  • Advising on international best practices for value-based procurement; and
  • Capacity building for procurement staff and making organizational recommendations.


Qualifications:

  • Ten (10) years of professional work experience, with a major focus on procurement or procurement-related in the transportation sector;
  • Bachelors level degree or equivalent in the fields of engineering, business, finance, law or other related fields;
  • Experience in acquisition planning for large transportation infrastructure projects and in utilizing value-based procurement models to structure procurements for such projects;
  • Experience in conducting procurement assessments, in recommending procurement policies and organizational structures with reporting requirements to maintain transparency, and in implementing value-based procurement;
  • Excellent oral and written communication skills; and
  • U.S. citizenship and fluency in English required;
  • Advanced degree in engineering, business, finance, law or other related fields preferred;
  • Advanced procurement training preferred;
  • Familiarity with international best practices in procurement; value-based procurement models; transport and airport infrastructure tender documentation; and public procurement systems in emerging economies preferred.
