POSITION TITLE: Senior Program Manager / Deputy Chief of Party

PROJECT: USAID Bersama – GBV Prevention Program in Eastern Indonesia

LOCATION: Jayapura, Papua, Indonesia

DEPARTMENT: Civil Society & Education

REPORTS TO: Chief of Party

Position Summary:

The Senior Program Manager/ Deputy Chief of Party (SPM) will be responsible for overseeing the programmatic activities of the project and focus on achieving the results of one component of the Bersama Project: Key government entities improve service delivery for victims of GBV. The Project is strengthening government’s capacity to provide basic GBV-related services and to communicate about these services. The candidate will provide technical input into improving government services (developing standard operating procedures and referral systems), lead the development of annual, quarterly and monthly plans and ensure the project is reaching the targets and objectives. Position will be based in Jayapura, Papua, with occasional travel to Jakarta and Eastern Indonesia. The position is contingent upon continuation of donor funding.


The SPM will oversee the overall implementation of programmatic activities and one technical component (see above). The candidate will also manage several staff: the Government Linkages Manager, a Sr. Government Relations Coordinator, and the Field coordinator. The candidate will be responsible for ensuring all program activities are implemented on time in a coordinated fashion reaching results. S/He will oversee technical design, planning, implementation, monitoring (including analysis) and reporting of these activities. To achieve the first intermediate result, the candidate will work with the government to improve and coordinate GBV services and procedures with special attention to strengthening counseling and referral services. The candidate will draw upon and manage consultants as needed. The candidate will use leadership skills to set a positive tone and mentor direct reports, ensuing quality work, results-based activities and ethical transactions. Specific responsibilities include but are not limited to:

  • Work closely with the Sr. Government Relations Coordinator and the Government Linkages Manager (IR 2) to develop workplans, district plans and other tools to ensure the project is on point to deliver project impact
  • Consult with the government to develop joint workplans between the relevant government agencies and Bersama
  • Provide technical assistance to develop capacity building plans and workplans to implement services to victims of GBV. This will include training on planning and budgeting, developing and training on standard operating procedures, referral mechanism/counseling skills and paralegal engagement in the referral process
  • Oversee the drafting, proposing and approval of government procedures
  • Work with Sr. Finance Administrative and Compliance Manager to budget for activities, ensure the best value for the project and ensure compliance with WI and USAID regulations
  • In coordination with the Sr. Government Coordinator, liaise with national and provincial level Sr. government officials to secure government support and buy-in for the program, raise the program’s visibility and profile and help find solutions to roadblocks or other implementation issues
  • Develop terms of references, recruit and manage trainers/consultants as needed. Ensure deliverables meet quality and value standards
  • Review technical deliverables and products to ensure quality and compliance
  • Provide support and guidance to direct reports to improve planning, implementation and follow up
  • Develop monthly budgets and work with the Assistant Finance and Logistics Manager to secure venues and arrange for trainings
  • Collect periodic reports (weekly/monthly) from direct reports and synthesize the outcome of activities with analysis. Feed lessons learned into future activities to increase impact
  • Monitor government agencies for change and progress in implementing plans
  • Work closely with ME&L Team and staff to track relevant indicators, provide means of verification and data.
  • Work with ME&L team to design and conduct learning events
  • Contribute to the annual work-planning process
  • Meet periodically with and ensure coordination and identify ways to leverage with other projects, such as Linkages project, Kompak, Maju, Mampu, and other donor funded projects etc. Ensure coordination and leveraging activities are included in the workplans
  • Provide guidance and close oversight to the Field Coordinator to ensure activities at the provincial and district level are coordinated
  • Other duties as assigned


Education: Master’s Degree in Gender or Public Health, Public Policy or relevant subject

Work Experience:

  • At least eight years’ experience in project management
  • Demonstrated experience developing workplans, writing reports and managing staff
  • Experience with strengthening government services representatives of regional governments
  • Experience complying with international donor agency, including USAID/U.S. Government regulations and rules
  • Experience as Deputy Chief of Party or equivalent position preferred
  • Experience working on gender, GBV issues in Indonesia
  • Experience and knowledge of Papuan, West Papuan or Eastern Indonesian government preferred


  • Fluency in Bahasa Indonesia and English
  • Excellent English writing skills required
  • Proficiency in word processing, spreadsheet (Excel), and presentation software (Microsoft PowerPoint)
  • Strong leaderships skills that engender effective teams
  • Ability to work well with all levels of employees, be flexible in nature, have sound judgment with an open and collaborative style that encourages teamwork and cooperation beyond the immediate team to the broader organization/project
  • Willingness to travel frequently in the project area
  • Be able to identify priorities within multiple assignments in a high-pressured, short-deadline environment, and be able to work with diplomacy and efficiency in such an environment
