Job Description

Summary:

Independently ensures contractual compliance and budget accuracy by developing/examining and reconciling project financials, expenses, cost-to-complete estimates, and spending costs. Manages prepared invoices/reconciliations and provides internal support with expenses and revenue reporting.

Responsibilities:

  • Project accounting administration, including contract review for project set-up and invoicing, analysis and review of Estimates to Complete and reconciliation of project financial data for contractual compliance and against unbilled balances
  • Prepare timely and accurate project invoices; follow up on overdue AR balances
  • Prepare indirect rate variance invoices in accordance with Negotiated Indirect Cost Rate Agreement
  • Assist in contract closeouts
  • Review expense claims for accuracy and compliance with contractual, US Government, foreign governments and other pertinent regulations
  • Review and approve expenditures (vendor invoices/field office submissions)
  • Assist Project Managers with financial planning and reviews, including updating budgets, compiling cost-to-complete estimates, performing revenue variance analysis, monitoring financial risks at the project level, and estimating quarterly spending costs for client accruals
  • Train new Project Managers and Chief of Parties on client billing, and internal financial reporting
  • Provide financial updates and financial advice to project teams during weekly meetings
  • Assist with expatriate allowance calculations
  • Perform audit support for internal and external clients
  • Assist internal clients with Oracle timekeeping and expense inquiries; audit expense reports
  • Monitor unbillable costs, change orders and adjust the Revenue and Costs Budgets accordingly
  • Perform other related duties as assigned

Essential KSA’s required (experience, skills, education, certification, etc.):

  • 3 years of relevant work experience in Government project accounting
  • Bachelor’s degree in accounting, finance, or related field required or equivalent job experience including an understanding of and experience with indirect rate cost structures
  • Intermediate or Advanced MS Excel skills
  • Ability to work with complex data and assess, interpret, and apply government and commercial contract terms, requirements, and specifications
  • High degree of accuracy and attention to detail
  • Excellent communication and customer service skills
  • Strong organizational and time management skills required

Valued but not required KSA’s:

  • Knowledge of GAAP is highly desirable
  • Familiarity with QuickBooks
  • Familiarity with internal controls and internal audits
