Pragma Corporation is seeking an experienced professional to implement and manage international programs in the economic growth practice area. The Senior Project Manager is responsible for supporting and implementing high profile international projects that will leverage and expand our technical capability, project portfolio, and reputation for innovation and excellence. The Senior PM will be responsible for simultaneously managing programs for more than one of Pragma’s clients. The PM ensures timely establishment and implementation of operational and financial systems, and initiates field office operations at project start-up. Throughout the life of the project, s/he plays a key role in ensuring the timely provision of technical experts to the field. S/he spearheads talent acquisition; provides compliance support and oversight to procurement activities and project operations, coordinates logistics and reporting as needed, and ensures adherence to Pragma’s scrupulous financial management systems, as well as compliance with contracts and relevant USAID and other client rules and regulations. The Senior PM also makes key contributions to the business development team, including writing, marketing, and networking.

Backstopping:

  • Ensuring compliance with the benchmarks/deliverables outlined in the contract and work plan
  • Maintaining project records and ensuring that donor reporting requirements are met
  • Editing/finalizing project reports and success stories
  • Drafting approval requests and proactively facilitating approval authorization
  • Drafting Scopes of Work, job descriptions and associated budgets for short-term technical assistance assignments
  • Recruiting talent for long and short-term positions
  • Providing guidance and interpretation on federal and other client rules and regulations
  • Monitoring overseas implementation of procurement and grant award policies and procedures
  • Effectively communicating field personnel on project needs and issues
  • Liaising with subcontractors and partner organizations
  • Fielding consultants (includes work agreements, visa, travel arrangements, etc.)
  • Drafting and legalizing powers of attorney and other corporate documents for project offices as needed

Finance Team Support:

  • Pipeline and budget review/analysis
  • Coordinate consultant packages, including benefits, work agreements, travel arrangements, expense reports
  • Review vouchers

Business Development:

  • Recruitment of technical writers, consultants, and experts both for the writing of proposal as well inclusion in the project team
  • Research on economic growth issues
  • Drafting of past performance, corporate capabilities, management and personnel sections
  • Revising and formatting CVs and collecting other requisite paperwork from proposed personnel
  • Drafting teaming agreements and collecting required forms and write-ups from partner organizations
  • Reviewing project approach to ensure alignment with Pragma’s mission, qualifications, and proposal solicitation requirements
  • Liaising with field personnel
  • Editing and formatting proposals
  • Supporting the financial team with data collection for / analysis of cost realism

Qualification Requirements:

  • Must be authorized to work in the US
  • Graduate degree
  • 5-7 years of relevant experience particularly managing donor-funded projects
  • Strong written and verbal communication skills
  • Familiarity with USAID and relevant federal rules such as FAR, CFR, and AIDAR.
  • Ability to work under pressure and multi-task
