Job Description

Chemonics seeks multiple senior specialist and team leaders for the anticipated USAID-funded Sri Lanka Energy Activity. The Activity seeks to support Sri Lanka’s energy sector’s transformation to a clean, secure, and market-driven sector by mobilizing investment in the deployment of advanced energy systems, enhancing power system flexibility, and increasing competitiveness that supports U.S. strategic interests in growing private sector engagement in the Indo-Pacific Region to create investment opportunities for U.S. companies. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide leadership, technical direction, and management oversight for all programme activities and results
  • Develop and communicate (verbally and in writing) the objective and strategic vision for the program to staff, FCDO, and all counterparts and stakeholders
  • Ensure that work plans are developed and implemented, providing technical direction to staff, downstream partners and grantees
  • Maintain open, two-way communication with FCDO, the field staff, and Chemonics home office
  • Oversee and contract performance in compliance with contract provisions and manage contract finances (budget and fund allocations)
  • Supervise personnel management of four key departments of the program


  • Minimum of 8 years’ experience and understanding in relevant technical areas including:
    • Electricity utility services
    • Renewable energy deployment
    • Energy efficiency
    • Deployment of advanced energy technology such as distributed energy, electric vehicles
    • Utility reform and modernization
    • Strategic energy sector planning
    • Competitive procurement
    • Private sector engagement
  • Minimum 5 years’ project and staff management experience
  • Experience in Sri Lanka or Southeast Asia
  • Excellent organizational skills and written and verbal communications
  • Excellent relationship management skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required, fluency in Sinhalese preferred
