This position is with PCI, a Global Communities Partner. PCI is a subsidiary of Global Communities.
The Senior Technical Advisor (STA) for HIV/AIDS and Health will ensure the overall technical and programmatic quality and growth of PCI’s Health and HIV/AIDS portfolio. The STA must possess current knowledge of PEPFAR guidelines and standard interventions and approaches to HIV testing and counseling, health system strengthening, referral networks, ART and retention, OVC, HIV co-morbidities and prevention/control of other related infectious diseases. The Senior Technical Advisor will also have demonstrated experience managing and using PEPFAR data systems and Health Information Management Systems (HMIS) and will have experience in the strategic use of data for project management and improvement. S/he will work closely with field leadership to provide state of the art technical assistance and ensure PCI’s HIV/AIDS work is evidence-based and sustainable.
The Senior Technical Advisor will be based in PCI’s Washington, D.C. office and will collaborate with country teams, New Business Development, and Monitoring, Evaluation, Research and Learning (MERL) teams. Specific responsibilities include project design and quality assurance for implementation; provision of effective technical assistance and team mentoring; accessing and disseminating state-of-the-art information, resources and promising practices; facilitation of organizational learning; and project development, including fostering strategic partnerships, planning, positioning, and proposal preparation.
The STA must have demonstrated expertise in proposal writing including leading and shaping the design of projects in response to PEPFAR solicitations from across the U.S. government.
Key Duties & Responsibilities:
- Project and Technical Quality
- Ensure successful project start-up and implementation, including meeting operational targets and achieving or exceeding performance objectives;
- Design/strengthen/support quality assurance and improvement in PCI health programming including the development of standards and systems for quality improvement;
- Review and analyze strategic information / data and assist teams to utilize data to identify project gaps or areas for improvement;
- Provide, or arrange for the provision of technical assistance, mentoring and capacity building utilizing state-of-the-art resources and approaches, ensuring the development and implementation of realistic and effective action plans to address identified needs;
- Identify, secure, develop and/or adapt state-of-the-art resources for use in PCI’s Health and HIV/AIDS projects;
- Strengthen PCI’s models and approaches to expand access to HIV/AIDS services from the community to facility level to meet 95-95-95 goals;
- Strengthen integration of HIV/AIDS in social and behavior change interventions across PCI programming; enhance linkages to maternal and child health and nutrition programming, livelihoods security and Women Empowered groups (as relevant);
- Ensure that PCI’s health and HIV/AIDS programming aligns with PCI’s commitment to gender equality, social inclusion and building community resilience;
- Support, as needed, PCI’s field-based cervical cancer programming;
- Lead PCI’s global engagement around cervical cancer and provide direction to PCI regarding the expansion of our projects and programming;
- In partnership with the MERL team and country offices, foster organizational learning and cross pollination of promising practices through sharing of information electronically, via workshops, tool kits, compilation documents;
- Ensure technical quality of project donor reports;
- Develop publications and/or presentations on PCI’s HIV/AIDS programming;
- Network with potential partners and collaborators both internal and external to PCI.
- Project Development
- Lead project design and project planning, including state-of-the-art and evidence-based approaches for health and HIV/AIDS projects;
- Lead or participate in the selection of appropriate methodologies for project implementation, capacity building, monitoring and evaluation, and research;
- Seek out and develop opportunities for project growth, innovation and research, lead the identification of key contacts and ensure good relationships with donors and partners;
- Serve as team leader for the development and submission of successful proposals for dedicated health and HIV/AIDS projects; support new business development efforts (public and private sector) across PCI projects, as needed;
- Identify and build relationships with strategic institutional partners; identify and facilitate the implementation of joint proposals, and partnership agreements to expand the quality and scope of programming;
- Proactively lead and strategically build PCI’s reputation, quality programming and resource base (materials, human, and financial resources).
- Engage with donor partners to ensure donor expectations and requirements for performance are met;
- Engage with country-level stakeholders, including national government representatives and sub-partners to ensure the strategic and technical integrity of PCI’s work;
- Ensure that PCI is effectively represented by participating in and supporting colleague participation at events, conferences, workshops and networks in the U.S. and globally.
Position Parameters/Special Responsibilities Required:
- Must be able to travel internationally and domestically (30%)
- Advanced clinical degree, MPH or equivalent;
- At least 10 years of relevant professional experience, including international public health programming, with at least 5 years relevant overseas work experience;
- Prior senior technical or management positions a plus;
- At least seven to eight years’ experience managing complex health and HIV/AIDS projects within a non-profit organization in a developing country context;
- Demonstrated experience successfully leading PEPFAR proposal development is required (including as lead writer);
- In-depth technical understanding of current practices and state of the art in HIV/AIDS prevention and treatment, and of the links between gender, HIV/AIDS, infectious diseases, and other health issues;
- Proven skills in utilization of project monitoring data as part of project management and quality improvement, strong data analysis and interpretation skills; statistical analysis ability a plus.
- Excellent written and verbal communications and interpersonal skills; ability to effectively communicate across cultures is essential;
- Experience and ability in mentoring and the provision of technical support to project teams;
- Ability to work independently and as part of a team;
- Fluency in English required, proficiency in Spanish and/or French a plus;
- Computer literacy required; familiarity with all MS applications and spread sheet software required.
