The Senior MERL Advisor provides technical leadership in designing and developing M&E systems for tracking overall organizational progress across health and nutrition-related country program portfolios, provide technical assistance to projects, and analyze and disseminate results of program performance with internal and external audiences. Reporting to the Senior Technical Director for Health and Nutrition, this position oversees the quality of Corus’ health sector knowledge management systems, documentation of program performance and impact, and contributes to the global evidence base for global health. This position includes approximately 20% domestic or international travel, including travel to conflict/fragile settings.
- Provide technical assistance and oversight to country programs for design and implementation of M&E systems. Work with program teams to design research and evaluation activities, evaluate data quality, analyze data and assist in data interpretation.
- Prepare reports and manuscripts for publication in peer-reviewed journals and submission for presentation at appropriate technical conferences in line with organizational and technical standards.
- Collaborate with and mentor field-based M&E staff to strengthen capacity and generate high quality, timely, and informative program data and reports for donors and the evidence base.
- Manage and refine, as needed, headquarters M&E database/system
- Provide guidance to country teams and headquarters teams on the development of M&E plans/results, and support the coordination, design, and implementation of selected project evaluations, including baseline assessments, impact assessments, and special studies. In addition, design and lead progress reviews of country program portfolios
- Provide support to business development efforts in design of M&E and research approaches; generate and review M&E plans/results frameworks for proposals.
- Represent Corus externally with donors and partners as a technical expert in monitoring and evaluation of public health programs; participate in internal and external technical working groups, and build networks with colleagues both within and outside Corus to identify new opportunities for innovative programming and potential funding sources to support the strategic priorities of Corus.
- At least 10 years experience with monitoring, evaluation, and research for public health programs in multiple health sectors (ex. RMNCH, infectious diseases, Health Systems Strengthening, HIV/AIDS)
- Graduate degree in public health, epidemiology, statistics, or related field
- MERL experience in disaster response and humanitarian/conflict settings
- Strong qualitative and quantitative monitoring and evaluation skills required, including but not limited to: survey and focus group instrument design and use, data presentation/visualization, and communication of results.
- Demonstrated experience with epidemiological and/or community-based surveillance and mapping.
- Demonstrated knowledge and understanding of the application of Theories of Change, results/logical frameworks and the development/implementation of learning agenda
- Proficiency in graphics, spreadsheet, database, and statistical software packages (e.g., SAS, STATA)
- Excellent research, writing, and presentation skills (written and oral), with a demonstrated track record in professional publication, technical briefs, and conference presentations (writing sample required).
- Knowledge of USAID and other institutional donor indicators, results, and reporting
- Demonstrated written and oral English language communication skills
- At least 2 years’ experience living and working in low resource countries
- Demonstrated teamwork and leadership skills;
- Experience with qualitative data analysis software (ex. N-Vivo),
- Experience working with DHIS2 data systems;
- Working proficiency in French; PhD or DrPH.
