Dexis is seeking an experienced Senior Trade Advisor to provide support services to the United States Agency for International Development (USAID)/Asia Bureau, specifically assisting the Bureau’s Economic Growth team in the Technical Services Office. The successful candidate will serve as a technical expert on trade and investment, and will coordinate closely with the Contracting Officer Representative (COR) to oversee the APEC technical assistance program, U.S.-Support on Economic Growth in Asia (SEGA). In addition, s/he will frequently liaise with the U.S. State Department, particularly for U.S. policy guidance and the U.S. Government (USG) interagency on specific APEC workstreams. The Senior Trade Advisor must be able to obtain and maintain an active secret security clearance.
- Develop and maintain a sound technical knowledge of all Asia regional initiatives in the multilateral trading system.
- Monitor international trade developments and determine where new USAID initiatives and responses might be required.
- Ensure that USAID trade interventions are effectively implemented at the bilateral level.
- Advise the Asia Bureau on strategic and tactical considerations to ensure USAID’s interests and initiatives are effectively represented and pursued to maximum benefit.
- Conduct background research, literature reviews, and draft inputs on trade and trade-related issues (such as inclusive and sustainable development linkages to trade).
- Support the COR in overseeing US-SEGA deliverables to ensure that they are timely, technically sound, and consistent with the US-SEGA contract objectives.
- Regularly track the impact of Mission and regional bureau activity supporting U.S.-SEGA activities and report on the utilization and impact of U.S.-SEGA funds in the strategic planning and budget reports and other publications;
- Periodically conduct (or help direct) evaluations of U.S.-SEGA activities;
- Serve as technical expert, exercising independence and judgment to develop and maintain relationships with various stakeholders in the government, private industry, and the international community to further development efforts.
- Work collaboratively as an integral part of the Asia Bureau Economic Growth Team and perform other duties as assigned.
- Master’s degree from an accredited college or university in a relevant field (e.g., international development/relations, economics, business, public administration), and at least four (4) years of relevant experience OR a bachelor’s degree in a relevant field and at least six (6) years of relevant experience.
- Expert knowledge and professional competence in international trade policy matters, including sound technical knowledge of U.S. and foreign trade policy questions before the WTO and other international organizations.
- Sound technical knowledge of trade policy development processes, both in Washington, D.C. (through direct experience with the interagency trade policy coordination process) and in the governments of other major players in the international trading system.
- Ability to deal effectively with complex and sensitive trade issues in multilateral and bilateral trade negotiations.
- Long-term experience working with a trade related international or government institution (e.g. Customs, Ministry of Commerce, WTO, USTR).
- Deep understanding of USAID and USG foreign assistance goals and objectives.
- Strong interpersonal skills working with multiple USG stakeholders and the ability to operate in a fast paced, complex, and evolving policy environment.
- Experience with office technology and software with high proficiency (including Microsoft Office, Google Drive, and database management).
- Ability to obtain and maintain a secret security clearance.
- At least 10-15 years of relevant experience.
- Experience as a Contracting Officer’s Representative or program manager strongly preferred.
- Current active secret security clearance preferred.
