Job Title: Senior Women’s Protection & Empowerment Manager

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. More than 600,000 people have crossed the border from Myanmar to Cox’s Bazar, Bangladesh since 25 August, and that number is still growing. The new arrivals arriving in Bangladesh are in urgent need of emergency shelter, food, access to clean water and sanitation, healthcare, protection and mental health support. The crisis is exacerbating, perpetuating and reinforcing already existing sex-based inequality and discrimination against women and girls, with women and girls experiencing increasingly high levels of risk and violence, including sexual violence, exploitation, intimate partner violence and trafficking. Life-saving, quality and age appropriate women-, girl- and survivor-centered support and services are vital.
The WPE Senior Manager will lead the IRC’s emergency response to prevent and respond to violence against women and girls (VAWG) across three locations in refugee camp areas. They will be responsible for providing management and technical support to the WPE team in these locations, overseeing the management and operations of up to three women and girls Centers providing life-saving care and support in safe spaces, with a range of services including, GBV case management, counselling, advocacy, psychosocial support, risk reduction activities, community outreach and engagement, and SHR services (including clinical management of rape), with a larger center offering BEmONC services. The WPE Senior Manager will work in close collaboration and coordination with their Health team counterpart on all health related services and activities provided by the Health team in those Centers. They will be field based in Cox’s Bazar with regular travel to the emergency sites and provide continuous remote technical support to the WPE teams to ensure that all interventions are implemented to meet international best practices. The WPE Senior Manager is responsible for the supervision of national WPE Response Officers.
* Oversee and manage the day to day implementation of WPE emergency programming across across three locations to ensure they meet international standards of practice for women-, girl- and survivor-centered support and services;
* Provide technical guidance and support to the WPE team to strengthen Center and safe space operations and improve the provision of quality case management and psychosocial support services to meet the needs of women and girls;
* Lead on needs-based capacity development (training, learning sessions, and on-the-job mentoring) for the WPE team in critical areas of practice;
* Lead in the development of quality age-appropriate psychosocial interventions at the women and girl Centres and safe spaces that promote healing and strengthen supportive social networks;
* Work with the Emergency WPE Coordination in the design and implementation of activities that specifically target adolescent girls grounded in evidence-based methodologies;
* Ensure that ethical and sound data collection and information management systems are managed appropriately and are functioning in all sites;
* Ensure that formal referrals pathways are used and adhered to by the WPE team, and any issues found are reported to the GBV sub-sector coordination group to address;
* Ensure regular collaboration and communication with the health team counterparts in the Centers to ensure best practice across both sectors and strong internal safe and confidential referrals.
Staff Supervision & Development
* Provide technical ongoing support and mentoring to the WPE Response Officers, and support them to do the same for the WPE staff they supervise, in the Centers, to enable them to successfully perform in their positions;
* Conduct regular performance appraisals on progress with the WPE Response Officers, providing timely and constructive feedback to develop their professional practice;
* Support opportunities and make space for the female WPE staff to regularly meet, self-organise and build strong, supportive peer networks and solidarity with each other, creating a community of feminist-grounded VAWG practice between them;
* Maintain open and professional relations with all team members, promoting a strong, respectful team spirit, ensuring effective communication, and opportunities for debriefing;
* Ensure staff well-being and care is prioritised and is an integral part of weekly/monthly work plans.
Finance, Budget and Grant Management
* Monitor budget spending in line with the spending plans, work with the Emergency WPE Coordinator in developing remedial plans where necessary to ensure budgets are optimally utilized;
* Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans;
* Support the development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes;
* Support the preparation and writing of high-quality and timely IRC and donor reports on activities, indicators and achievements.
Coordination, Representation and Advocacy
* Proactively build strong working relationships at the site levels with other international and national actors/organisations and UN agencies (i.e.: WASH, shelter, food/NFI) for advocacy on ensuring specific measures are put in place to reduce risks of violence against women and girls in line with Inter-Agency Standing Committee Guidelines for response and prevention of GBV in humanitarian settings; ensure that all advocacy points are communicated in a timely manner to the Emergency WPE Coordinator for field and national level advocacy;
* Attend GBV sub-sector coordination meetings or related task forces / working groups at the request of the Emergency WPE Coordinator.
* Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment;
* Other duties as assigned by the supervisor to enable and develop IRC programs.

* External: UN agencies, INGOs, NGOs, community groups and other partners
* Degree in women’ studies, social work, social sciences, human rights, humanities, or other relevant field or the equivalent in professional work;
* Experience in VAWG programming or GBV with a specific focus on women and girls, and in directly supporting women and girl survivors of male violence;
* Deep understanding of the impact and dynamics of men’s violence against women and girls, and solid grounding in radical feminist, women and girl-centred, anti-oppressive practice;
* Previous experience in emergency preparedness and response;
* Demonstrated relationship building skills with key partners including government, donors, INGOs, national and local organisations, UN agencies;
* Demonstrated experience in successfully leading, building and strengthening a program team of 10 + staff in a dynamic, challenging and changing context;
* Demonstrated experience in supervising, mentoring and building capacity of national staff;
* Strong experience, knowledge and skills in participatory methods and community development;
* Demonstrated experience in facilitating practical workshops and learning on this issues outlined in the areas of responsibility for this position (listed above);
* Strong ability to respect differences of culture, opinion and lived experiences while upholding rights-based principles and women’s protection and empowerment;
* Excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a team setting and with multiple partners;
* Strengths in listening, empathy, flexibility, and creativity;
* Fluency in English Language - essential.
Working Environment: Housing will be in shared guest houses with individual rooms and/or hotels in the region, electricity, basic amenities, and internet connection. Travel will expected around the region, by air and by road.
