The objective of SUPPORT II is to support and strengthen the USAID/Afghanistan Mission’s monitoring and evaluation and performance management systems. Additionally, it provides support services such as facilitating workshops, conferences, and meetings for USAID and its implementing partners. For this purpose, SUPPORT II hires highly qualified short-term Afghan consultants, experts, and expertise in various areas as per the statement of work provided by USAID/Afghanistan Mission monitoring and evaluation criteria to support the concerning project activity.
The main purpose of the mid-term performance evaluation of the Engineering Support Program (ESP) is (1) to determine the degree to which the Tetra Tech has been effective in implementing the ESP, (2) to evaluate how effective Tetra Tech has been in building the capacity of Afghan government infrastructure partners or other relevant actors, and (3) to identify recommendations, problems, best practices, lessons learned, and constraints to achieving results under the ESP contract and job order operational structure. The results of the evaluation may be used to inform USAID’s future design of an engineering and technical support activity.
Evaluation Technical Specialist (one): The Evaluation Technical Specialist on the team shall possess expertise in designing and conducting performance evaluations, and have at least five years of relevant experience. Preferably the Specialist will have some experience evaluating infrastructure-related projects. The Specialist must possess a relevant degree(s), preferably in the field of international development or civil engineering. The Evaluation Specialist should have excellent communication and writing skills in English and be willing to travel to provincial locations as identified by USAID, if security permits.
