Purpose
PADF seeks short-term Proposal Development Consultants to support bids for upcoming United States Agency for International Development (USAID) and other Department of State opportunities. The consultants will support PADF’s proposal design and development efforts. This is a remote position.
Priorities
Consultant priorities and deliverables will include drafting proposal sections, in English, including technical approaches, and reviewing and editing for compliance and completeness written technical input from PADF field teams and in-house experts.
Support: Provide support to PADF in responding to USAID and Department of State solicitation requirements, including program design, problem analysis, monitoring and evaluation, and other major components. Support the development of the technical strategy, and critically evaluate proposed solutions to identify weaknesses and suggest areas for improvement.
Proposal development: Work with the team to translate technical solutions into a clearly articulated and compliant proposal document that is well written. Develop proposal content that addresses the requirements outlined in the solicitation, scores well in terms of the evaluation criteria, and incorporates win themes developed by the proposal team.
Writing and review: Lead writing of the proposal and review and, provide written input on other sections for compliance, completeness, and clarity. Revise drafts in response to feedback and comments in collaboration with the proposal team.
Consultants Profile
• Consultants must demonstrate they have won proposals as lead writers, responding to USAID and/or Department of State funding opportunities.
• Excellent English writing skills, Spanish fluency preferred.
• Relevant education credentials.
• Proficiency in using MS Word, Excel, and Power Point.
Also, consultants should demonstrate a high level of competencies:
• Organization – Ability to develop workplans that contribute to the achievement of the
work group objectives. Ability to assist others in the organization and planning of group
activities and outcomes.
• Execution – Ability to engage with objectives and bring them to completion with high
quality and within a pre-established timeframe.
• Writing and editing skills in the context of USAID or State Department proposals – Ability
to write complex and highly specialized issues. Ability to transform a general information
into a technical text, writing strategically from a corporate perspective to influence and
creating high quality impact. Ability to take information, briefs and paragraphs, and
ideas and develop it into a cohesive and compelling document.
• Excellent editing and deep familiarity writing for USAID, especially; or for the
Department of Labor, USDA, or other. Familiarity with AP style.
