Position Description

Plan is seeking applicants for a Social Behavior Change Communication (SBCC) Specialist for the proposed USAID/Bangladesh Read to Learn Activity. The activity will provide direct technical assistance to the Government of Bangladesh and its sector-wide Fourth Primary Education Development Program (PEDP4) and will foster partnerships between schools and families to enhance opportunities for children to read outside of school and in the home.

The SBCC Specialist will lead the design and implementation of the SBCC campaign with the aim of engaging parents and teachers with messaging focused on supporting their children’s learning via both existing and innovative new platforms for dissemination. The SBCC Specialist will partner with local and national companies on creation and use of these platforms and will create a multi-layered SBCC Strategy.

The SBCC Specialist will lead in the creation of ‘nudge’ messaging, stories, public materials, guidelines and toolkits and strategies for implementation, in partnership with program leads.

The SBCC specialist will also support capacity building/ strengthening with the Ministries of Education and implementing partners; contribute to the design and rollout of the learning agenda and improve the evidence base to inform and influence policy in the Bangladeshi education sector.

If awarded this position would be based in Dhaka, Bangladesh and have an anticipated start date of late 2018.

Responsibilities

  • Design and implement a comprehensive, community based SBCC campaign to raise awareness and relay messaging on the importance of supporting 3Rs instruction to parents, community members, school leadership and key local government actors
  • Work with program leadership on key modalities for SBCC messaging platforms including radio, mobile communication, peer support and local messaging
  • Develop comprehensive communication tools and SBCC campaign materials and activities, using evidence-based theories and methodologies, in close collaboration with program leads
  • Partner with local government and schools on SBCC events
  • Work with the project team members ensuring SBCC training inclusion in key workshops and capacity building events
  • Oversee the program and technical aspects of the procurement process in developing requests for proposals, soliciting, selecting, and overseeing vendors providing SBCC services and products
  • Manage the work of any SBCC firm, advertising agencies, public relations experts, production vendors, community mobilizers, and/or consultants hired by the project to assist with SBCC or community level work. This includes building capacity of local CSOs to implement quality and successful SBCC work

Key Qualifications and Skills

  • Master’s degree is required, preferably in behavior change, communications, Marketing, Social sciences.
  • Minimum of 3-5 years of experience in designing, planning, and implementing SBCC efforts and/or community level activities, including communication campaigns and trainings.
  • Familiarity and understanding of USAID policies and procedures (highly preferred), or those of other donors, donor funded projects, community- based projects, or corporate social responsibility projects
  • Demonstrated ability to coordinate closely with government staff, effectively manages their expectations, and builds capacity.
  • Proven abilities to set priorities, to multi-task, and to work collaboratively across technical disciplines
  • Strong management skills are required, along with the ability to work well in a team environment.
  • Fluency in English. Fluency in Bangla strongly preferred.
