Job Description

Chemonics seeks a Sourcing and Supplier Relations Manager - Diagnostics to join a dynamic and growing team for the USAID Global Health Supply Chain Program – Procurement and Supply Management Project (GHSC-PSM). GHSC-PSM is the primary vehicle through which USAID procures health commodities, provides technical assistance to improve partner countries’ management of supply chains, and collaborates with key international stakeholders to support global health initiatives. The Sourcing and Supplier Relations Manager, will lead strategic sourcing and supplier management activities for the program’s HIV/AIDS diagnostic suppliers and services. The category includes Viral Load (VL), Early Infant Diagnosis (EID), Point of Care and CD4 (cluster of differentiation 4) technologies, with an annual spend of $140 million and deliveries and service to more than 20 countries. The Manager will report to the Global Supply Chain (GSC) Strategy Team Director, and play a cross-cutting leadership role in the work of the Strategy Team. The successful candidate will oversee the work of three strategic sourcing team members dedicated to diagnostic suppliers and services. The Manager also will regularly engage and collaborate with other Global Health Supply Chain – Procurement Supply Management (GHSC-PSM) experts and staff, including the Health Systems Strengthening (HSS) team of laboratory experts, the GSC Plan team, the laboratory products procurement team led by an Integrated Supply Chain Manager, the Deliver/Return team and country programs staff based in headquarters and the field. The Manager will take the lead in managing relations with key global manufacturers on planning and performance matters. The Manager will also provide regular updates to USAID and other USG personnel. Responsibilities include:
  • Lead sourcing activities for diagnostic laboratory supplies and services for PEPFAR supported countries
  • Serve as supplier relations manager for HIV diagnostic manufacturers, including organization of periodic business reviews with cross-cutting participation by GHSC-PSM and supplier staff
  • Manage implementation of contract awards to VL/EID manufacturers under the Global Viral Load/EID RFP, working closely with headquarters and country programs staff, stakeholders and manufacturers
  • Engage directly with field offices, suppliers and relevant stakeholder staff on implementation objectives and plans
  • Manage service KPI reporting for each manufacturer, including reporting to GHSC-PSM and USAID
  • Support development of reagent supply chain processes, country supply plan development for diagnostic products and change management related to country-level implementation of RFP awards, to enable robust, cohesive, and sustainable operations
  • Manage tracking of prices paid under new awards vs. cost baseline development in connection with Global VL/EID RFP
  • Advance the development of data transfer from diagnostic equipment, and related reporting and analysis
Qualifications:
  • Bachelors degree in a relevant discipline, Masters degree in a relevant discipline preferred
  • At least 10 years professional experience that includes prior procurement, supply chain and complex project management experience
  • Ability to create efficiencies and lead programmatic transformation in large and complex programs
  • Experience working with global partners and countries in assessing and designing improvements in procurement, supply chain or operations
  • Strong project management skills and experience required
  • Strong communications skills, with experience working and communicating effectively with companies, clients, teams and internal colleagues
  • Familiarity with PEPFAR’s beneficiary countries or other resource constrained countries preferred
  • Prior experience with public health supply chains and/or laboratory supplies and services preferred
  • Demonstrated leadership, versatility, and integrity
  • Proficiency in English required; French or Spanish proficiency preferred
