The Pacific Labour Facility facilitates seasonal and longer-term work opportunities for Pacific workers to Australia. It connects Australian employers with Pacific workers, supports the administration of the Pacific Labour Scheme and provides targeted support to the Seasonal Worker Program. The PLF is managed by Palladium and provides the backbone of Australia’s future support for circular labour mobility in the Pacific under the direction of the Department of Foreign Affairs and Trade (DFAT). The PLF has been established as a trusted intermediary in connecting Australian employers with Pacific workers.
The Pacific Labour Facility (PLF) resourcing structure is based on the delivery of End of Program Outcomes (EOPOs) and activities outlined in pre-agreed annual work plans. The PLF also responds at short notice to ad-hoc requests on specific thematic and cross cutting issues relating to Pacific circular labour mobility.
These requests generally take the form of Tasking Notes identifying specific research, monitoring and reporting deliverables as well as required short term coordination functions. In order to effectively respond to these requests, the PLF is establishing a Special Projects Team.
As a member of this team the Analyst will manage, respond to and report on progress against these ad-hoc requests. This will include producing high quality reports and briefings, managing specialist inputs and coordinating events and working groups on a range of topics. When the Analyst is not working on specific ad hoc tasks, they will support the PLF EOPO leads with priority issues.
Under the direction of the Strategy & Partnerships Manager, the Special Projects Analyst will be responsible for the following duties and accountabilities:
Strategic management and delivery
- Working with PLF senior management, the Analyst will respond at short notice to ad hoc requests and Tasking Notes from DFAT, negotiating timelines, content and agreeing outputs
- Produce high quality research, monitoring and reporting deliverables as part of Tasking Note response
- Undertake economic and financial analysis with regard to forecasting visa numbers, assessing economic impact in Australia and in the Pacific, analysis of remittances and understanding productivity gains in Australia, etc
- Undertake agreed internal sub-projects designed to improve PLF performance, provide greater resources for Pacific Workers or improve labour systems
- Provide coordination and secretariat functions as part of Tasking Note responses
- Provide regular progress reporting on PLF special projects to PLF senior management, DFAT and other key stakeholders
- Provide surge support to PLF leads on the delivery on other key program activities
- Attend a range of program meetings with DFAT during implementation, to report on progress of tasking notes
- Work with PLF stream resources - where required - to clarify or finalise special project deliverables

- Experience working in a project management context;

- A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results;
- Demonstrated skill and experience at convening and facilitating productive interaction between diverse groups of people;
- Excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations across countries and time zones;
- Excellent written English skills;
- Relevant qualifications in management, economics or a related discipline
- High level proficiency in Word, Excel, PowerPoint and web browsers;
- Ability to work to deadlines, and to balance competing priorities.
Desirable skills and experience:
Applicants must have full permanent work rights for Australia as no visa sponsorship will be provided. Candidates who are willing to relocate for the position must do so at their own expense as no relocation package is available.
