Job Description

The SPRING/Ghana Project is looking for an experienced Deputy Chief of Party for Programs to join the team. The ideal candidate is someone with management experience, familiarity with USAID, experience working in global health or nutrition, and eager to make a difference in the lives of women, children, and communities throughout Ghana. This position is based in Tamale, Ghana and will require frequent travel to field sites. Qualified international and local candidates are welcome to apply.

The Deputy Chief of Party - Programs is a member of the SPRING/Ghana’s project senior management team, with the Chief of Party and Deputy Chief of Party – Finance & Admin. The selected candidate will be responsible for managing the day to day programmatic operations of the SPRING/Ghana project and will oversee operational implementation of the SPRING/Ghana activities. He/she will supervise a team of locally hired staff and coordinate programmatic support with SPRING/Washington. The DCOP-Programs will work closely with the DCOP-Finance and Admin to coordinate activities and will report to the Chief of Party.

Strengthening Partnerships, Results and Innovations in Nutrition (SPRING) is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to provide state-of-the-art technical support and facilitate country-led, regional, and global programs to improve the nutritional status of women and children. The SPRING implementation team consists of JSI Research & Training Institute, Inc., Helen Keller International (HKI), the International Food Policy Research Institute (IFPRI), Save the Children (SC), and The Manoff Group (TMG).

RESPONSIBILITIES:

Responsibilities for this position include (but are not limited to):

  • Oversee program management and operations of the project office.
  • In collaboration with the management team and technical staff, develop the annual work plan and programmatic portion of the budget.
  • Coordinate routine reporting with field staff and home office to ensure timely and high quality reports. Take the lead on drafting reports.
  • Oversee day to day implementation of project activities, and ensure performance against targets. Take corrective action where necessary.
  • Manage activity budgets.
  • Identify and directly supervise a field-based team of high- performing national program staff.
  • Provide guidance and support to program staff in implementing SPRING interventions, including processes and procedures, and identifying and coordinating technical assistance (TA) needs.
  • Work with Deputy Chief of Party – Finance & Admin to ensure that all project activities are implemented in accordance with USAID and JSI policies and procedures.
  • Identify and draw up on necessary technical resources and inputs to further implement the SPRING program.
  • Represent SPRING and liaise with government and partner organizations as necessary.
  • Travel domestically (and internationally as needed) up to 40%.

QUALIFICATIONS:

  • Master’s degree in nutrition, public health, social sciences, international development, or a related field required.
  • At least 10 years of experience leading, managing and implementing large international development projects with at least 5 years at a senior management level.
  • Expertise in a health, nutrition, agriculture, or community mobilization program implementation.
  • Demonstrated success in project management skills: strategic program planning; work planning and budgeting; financial, administrative, contractual management and oversight; oversight of program monitoring and evaluation; and documentation of results for USAID-funded programs.
  • Excellent English language skills, both written and spoken with strong presentation skills. Ability to prepare and disseminate project findings, success stories and other documents effectively.
  • Experience managing staff and strengthening capacity of staff; experience managing staff in an international field office or staff of different cultures preferred.
  • Excellent writing skills; ability to synthesize complex technical information into readable reports.
  • Demonstrates strong interpersonal and organizational skills.
  • Working knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook.
