Summary of the Position

The Senior Procurement Specialist is a hands-on position responsible for managing the procurement of goods and services, as needed, for a growing portfolio of Global Public Health (GPH) programs, including U.S. Government, others donor and USP funded programs. S/he will manage the entire procurement process for equipment, supplies, and Pharmaceutical, and execute and coordinate the day-to-day procurement functions in close collaboration with the program staff both in the US office and in the field offices. The Senior Procurement Specialist will serve as the subject matter expert for GPH procurement of goods and Services functions and ensure compliance with donor rules and regulations as well as USP internal policies and procedures. S/he will also be responsible for procurement related manuals and Standard Operating Procedures (SOPs) and for working with program staff and leadership/management on their revisions to bring efficiency in the procurement procedures.

Roles and Responsibilities
  • Manages the entire procurement process (identifying suppliers (competitive and/or non-competitive), conducting price analysis, placing order, coordinating shipping logistics (both international and domestic) and tracking shipment and delivery for laboratory equipment, supplies (chemicals, reagents, consumables, Minilabs) and comparator products used by manufacturers in the bioequivalence studies.
  • Ensures compliance with donor regulations and USP procurement procedures for both USP HQ and field procurement requests, and ensures that all procurement are fully and transparently documented.
  • Maintains procurement tracking log and/or develops other tracking tools and ensures adequate record keeping systems for purchase orders numbers, inventory counts, shipping documents, etc.
  • Manages U.S. Government Property tracking and reporting requirements, and supports development of disposition plans, as needed.
  • Maintains a database of reliable supplies for different categories of equipment and supplies and serves as liaison with USP Quality Assurance Department regarding GPH’s supplies list.
  • Provides technical support and training on procurement of goods to staff, particularly Procurement staff in the field, to ensure USP quality standards and donor requirement are met.
  • Serves as a liaison with USP Trade Compliance regarding guidance on export of supplies and equipment.
  • Serves as the process owner for the Procurement Manual and Procurement of Goods SOP and the Government Property Operational Manual and SOP, and leads revisions to manuals/SOPs in close coordination with GPH Senior Manager, Finance and Administration.
  • Support procurement of services (professional and technical), as needed.
  • Performs other duties as assigned.
Basic Qualifications
  • Bachelor’s degree in business management or other related field
  • Minimum of 5 years of relevant experience in procurement, purchasing, strategic sourcing, or related field
  • Demonstrated experience with Federal Acquisition Requirements (FAR)

Preferred Qualifications

  • Knowledge of scientific supplies/equipment used in the general sciences, laboratories is preferred
  • Extensive experience with U.S. Government procurement rules and regulations ( 48 CFR and 2CFR200 )
  • Strong time management and prioritization skills and ability to meet deadlines; highly organized and detail-oriented
  • Demonstrated ability to handle multiple and at-times competing priorities in a fast-paced environment Strong multicultural communication and interpersonal skills
  • Ability to work independently and within a team environment, particularly to problem-solve issues that arise
  • Proven capability to productively support HQ and field office staff
  • Demonstrate ability to cooperate in a team environment
  • Excellent verbal and written communication skills
  • High level of proficiency with office technologies and computer application including MS office products, database systems and the internet
  • Experience with other international donor policies
