The objective of the Strengthening Urban Resilience for Growth with Equity (SURGE) program in the Philippines is to enable second-tier cities to become economically thriving and resilient growth centers outside the urban core of Manila. As engines of growth, these cities will provide a better quality of life for residents and people in surrounding areas. By the end of SURGE, activities are expected to have contributed to higher levels of investment and employment for both the second-tier and adjacent rural areas. The project works with eight partner cities throughout the Philippines under the Cities Development Initiative of USAID.

Working independently and with minimum supervision, you will perform duties including, but not limited to, managing administrative tasks for international development projects, overseeing financial management and reporting, providing direction and guidance to Program Manager or Assistant Program Manager, ensuring contract compliance with client and ensuring that all deliverable deadlines are met. You may represent ICMA at workshops and conferences.


  • Manages and oversees numerous project areas to include finance, technical and cost performance, recruitment/hiring, compliance, and other oversight functions.
  • Proactively identifies and analyzes areas of risk, advises project team on solutions and preventative measures.
  • Ensures overall project compliance with the contract requirements and ICMA policies and procedures.
  • Promptly identifies and addresses any potential or existing issues. Promptly escalates and seeks guidance on key issues.
  • Oversees financial management and reporting of the assigned portfolio including but not limited to budget creation and management, financial analysis, tracking obligated funding and reviewing expenditures and invoices on a monthly basis.
  • Participates in the development of new policies and procedures and, where needed, proposes changes for existing policies and procedures to enhance corporate efficiencies.
  • In coordination with ICMA’s finance and contracts team, lead project start-up and closeout activities and conducts interim operational project reviews.
  • Drafts and submits technical program correspondence (e.g. personnel and travel approvals, deliverables submissions etc.) to the Funder.
  • Works closely with the program team to develop and review various project materials, such as training manuals and curricula, technical reports and other client deliverables, case studies, and articles. Manages relationships between ICMA’s members and technical experts partnered with their peers.
  • Provides direction, trains, and guides Assistant Program Manager (s) and Program Manager (s) within assigned portfolio.
  • Supports the Project Director in the management of field staff, and in interactions with the funder and represents the Program Director in his/her absence.
  • Participates in proposal efforts. This may include proposal technical writing, research, recruiting, collecting cost information, developing the cost proposal, editing/formatting resumes, drafting required proposal sections such as past performance, synthesizing inputs into a comprehensive and winning approach, and contributing inputs.


  • Master’s Degree in International Development, International Relations/Affairs, Business, Economics, environmental sciences, urban planning, or a related field, or an equivalent combination of education and experience.
  • Minimum five to ten years of experience managing complex USAID contracts with field offices
  • Financial and Operational project management experience with funded projects and practical knowledge of federal rules and regulations is required


  • Knowledge of administration and finance of state/federal grants and contracts.
  • Demonstrated management of USAID contracts, especially USAID prime contracts
  • Demonstrated management of complex budgets.
  • Experience working in complex environments and managing programs with field offices.
  • Demonstrated project management, budgeting, financial management, and administrative skills, with strong knowledge of Excel
  • Ability to work independently, on multiple projects and take decisive action.
  • Strong oral and written communication skills, with the ability to synthesize technical knowledge into manageable information for general public consumption.
  • Exceptional organizational, follow through, and time management skills.
  • Technical knowledge of international and domestic urban management and development issues.
  • Knowledge of business development and proposal processes.
  • Ability to travel for up to a month per trip, but typically for 1-2 weeks.
  • Fluency in a second language is a plus.
