Department Overview

Pact strives for a world where all people are heard, capable, and vibrant. The Quality Office helps realize this objective by managing the continuous improvement of all of the organization’s policies, processes, and resource documents. The Quality Office works closely with Pact’s Senior Leadership Team to analyze internal and external data to prioritize improvements and then facilitates improvement efforts with subject matter experts through Quality Improvement Sprints. The Quality Office organizes policy, process, and other resource documents on Pact’s Quality Management System (QMS) and supports the creation of learning materials to ensure staff have access to — and are trained on — this critical information.

Position Purpose

The Senior Quality Specialist contributes to all of the Quality Office’s key functions by supporting and leading policy and process improvement efforts, liaising with internal stakeholders to analyze data and prioritize improvements, and maintaining and growing a QMS that supports and empowers staff to deliver products and services that consistently satisfy our customers’ needs.


Key Responsibilities

Policy and process improvement and mapping

  • Work with stakeholders to map current state processes and develop future state process maps
  • Manage working groups of subject matter experts to develop new and update policies and processes, addressing pain points and working on continuous quality improvement
  • Update or create new resource documents and job aids (guidance documents, forms, templates, etc.) to support updated policies and processes
  • Engage with international country office staff to understand considerations and impacts of policies and processes on all staff worldwide
  • Run user testing for updated processes and resource documents
  • Support roll-out of updated policies and processes and ensure that appropriate learning materials are development and updated

Document management

  • Populate and maintain a Quality Management System (QMS) with updated policies, processes, and supporting resources
  • Manage back-end tracker of policies, processes, and resource documents

Data analysis

  • Collect and analyze relevant internal and external data to prioritize and inform policy and process improvements
  • Regularly update the organization’s quality metric using internal audit data
  • Store and process feedback on policies and processes to incorporate during process/policy improvement exercises

Basic Requirements

  • Bachelor’s degree
  • 1–3 years’ experience in project management, operations management, policy and process improvement, quality management, organizational development, or related field
  • Willingness to research and learn new approaches and technologies
  • Must be highly organized and detail oriented
  • Must enjoy reading and distilling large quantities of information
  • Must be self-accountable and demonstrate clear bias for action

Preferred Qualifications

  • Familiar with enterprise content management platforms and approaches (such as a Quality Management System)
  • Familiar with ISO 9001 standards and certification process
  • Interest or experience with learning management systems
  • Interest or experience with data analytics
  • Interest or experience working in international development and/or at a non-profit organization
  • Experience collaborating and communicating with staff from across an organization
