POSITION SUMMARY

ME&A is in search of a Local Public Accountability/Strategic Planning Specialist for the Mid-Term Performance Evaluation of the USAID/Sri Lanka Strengthening Democratic Governance and Accountability (SDGAP) Activity. The purpose of this mid-term performance evaluation is to evaluate the mid-term achievements and implementation performance at strengthening Sri Lanka’s systems and processes in the area of public accountability and policy reform, and to identify recommendations for course correction to ensure that activity goals and objectives are fully met. The Office of Governance and Vulnerable Populations will use findings and recommendations from this evaluation to guide the remaining years of program implementation and make course corrections required to fulfill the purpose of SDGAP. More broadly, it will inform USAID programming decisions on, and approaches to, supporting democratic governance within a dynamic political environment.

EDUCATION, EXPERIENCE AND SKILLS

Education and Experience:

  • Minimum of five years of experience in training and capacity building on public accountability and strategic planning
  • Knowledge of the local political context
  • Bachelor’s degree in a related field
  • Experience participating as a team member in conducting evaluations

Skills and Competencies:

  • Skills in evaluation research design (including quantitative methods, experimental and quasi-experimental design, and qualitative methods)
  • Skills in Data collection, analysis, and synthesis
  • Skills in report writing and planning for use and dissemination of evaluation findings
  • Experience in mid-term and performance evaluation and impact evaluation methodology, design, and implementation, including innovative, state-of-the-art research designs, participatory evaluation, and cost-effective evaluation methods
  • Skills in assessment planning and implementation
  • Excellent writing skills
  • Spoken and written fluency in English and Sinhala/Tamil
  • Sri Lankan citizenship
