Job Description

Chemonics seeks a strategic sourcing director for the anticipated Global Fund Procurement Service Agents (PSA) tender. The program leverages health product sourcing strategies to negotiate best prices and delivery conditions with manufacturers and principal recipients in 60 countries and, in turn, achieve greater health outcomes in communities around the world. The strategic sourcing director will ensure PSA procurement activities are conducted according to the procurement plan and in compliance with applicable client regulations. The director will also create purchase orders, confirm product specifications, and draft subcontracts for execution with vendors. This position will be located in a to-be-determined city in Europe. Responsibilities include:

  • Oversee and manage the procurement process, including the drafting and reviewing of RFPs, evaluation of offers, the award and management of procurement-related subcontracts, storing and distribution of commodities, and inventory tracking of procured goods
  • Prepare solicitation documents, analyzing bids, working with the procurement technical evaluation committee, initiating the vendor selection process, and producing a high-quality memorandum of negotiation for each procurement
  • Support the PSA tender in implementing procurement standard operating procedures to strengthen procurement best practices
  • Provide regular updates to implementing partners and requesting departments on the status of their procurement requests
  • Ensure purchase order information is accurately maintained in the central management information system
  • Comply with the client’s procurement policies and standard operating procedures
  • Prepare PSA procedure documents to initiate procurement actions, including purchase requests, price quotations, and price orders
  • Continuously work to improve and broaden knowledge of health commodity products
  • Liaise with the Quality Assurance Team to ensure that requested health products meet appropriate quality standards and are in line with client guidelines
  • Liaise with the Deliver/Return Team to ensure all proper waivers and documentation are prepared to pick up and goods are ready to ship
  • Remain informed of communications concerning any changes in contractual requirements


  • Advanced degree in pharmacy, health sciences, or another relevant field required
  • Minimum of eight years of procurement experience with USAID or other client-led procurement
  • Chartered Institute of Procurement and Supply (CIPS) certification, Certified Professional in Supply Management certification, or other relevant procurement certifications preferred
  • Experience living or working in developing countries preferred
  • Experience working for donor-funded projects
  • Demonstrated ability to communicate clearly and concisely both orally and in writing as well as lead presentations, training courses, and effective meetings
  • Strong organizational skills and ability to work on a team in a culturally diverse environment
  • Strong knowledge of Microsoft Office applications
  • Exceptional motivation, quality, accuracy, and efficiency
  • Ability to handle multiple tasks simultaneously, set priorities, and work independently
  • Willingness to travel and work abroad for a minimum of four to eight weeks per year
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; fluency in a second language preferred
