Job Description

International Pool of Experts:

1) Educational qualification:

  • University qualification (‘Diploma’/Master or equivalent) in economics, public finance, law, politics or administration
  • additional qualification in (public sector) accounting preferred
  • German ‘Diploma’/Master or equivalent preferred

2) Professional qualification:

  1. 10 years of professional experience in the public financial management sector
  2. Experience of working in 3+ countries
  3. Specific 5+ years of relevant professional experience in any of following areas:
  • Medium Term Expenditure Planning and Fiscal Risk Assessment
  • Budget management and execution, specifically chart of accounts design and (performance) reporting
  • Budget management and execution, specifically strengthening controls and non-tax revenue collections
  • Budget management and execution, specifically payroll and HR management
  • Public investment planning
  • Public procurement including e-Procurement
  • Internal audit and public sector operational risk management. Experience in internal audit should include experience in specialised (programme performance, IT systems etc) audits
  • Experience in determining framework conditions for fiscal decentralisation
  • Experience in performance-based budgeting
  • proven experience in working in politically sensitive contexts
  • collaboration with think tanks, universities or European public administration in providing the advisory services

National Pool of Experts:

1) Educational qualification:

  • university degree (MA or other Master’s degree or comparable qualification) in economics, public finance, law, politics or administration,
  • additional qualification in (public sector) accounting preferred

2) Professional qualification:

  1. 10 years of professional experience in the public financial management sector
  2. Experience of working in Southern Africa region
  3. Specific 5+ years of relevant professional experience in following domains:
  • PFM in health sector
  • PFM in energy sector
  • PFM in agriculture sector
  • Budget management and execution
  • Budget planning and preparation
  • professional experience in risk management Budget management and execution, specifically chart of accounts
  • proven experience in working in politically sensitive contexts
