Responsibilities

This position is located in the Bureau for Africa, Office of Sustainable Development (AFR/SD). AFR/SD comprises four technical divisions: Health; Conflict, Peacebuilding and Governance; Economic Growth, Environment, and Agriculture; and Education and Youth (AFR/SD/ED). The Supervisory Education Development Specialist serves as the AFR/SD/ED Deputy Division Chief. The incumbent assists the Division Chief in leading AFR/SD/ED in providing technical support to USAID Missions in the AFR region, analyzing regional education trends, and managing centrally-funded, regional education programs. He/she serves as a senior-level technical expert and advisor to Bureau management and USAID missions on education-related topics in AFR. The incumbent supervises Education Division staff and oversees management of the education budget.

As a Supervisory Education Development Specialist, your duties will include the following:

  • Providing leadership on accomplishing core team tasks, such as procurement actions, portfolio on education development in the African (AFR) region.
  • Serving as an Agency education expert and coordinator in providing intellectual leadership and focus to initiate dialogue.
  • Exploring and evaluates intellectual, academic, and other resources which can be concentrated on identifying solutions to critical problems in the sector.
  • Providing authoritative advice and guidance on difficult, highly specialized, and sensitive education development issues that impact individual AFR countries and AFR regional dynamics.
  • Leading the development of briefing materials on policies and programs and prepares budgetary and performance reports on USAID’s support for education programming.
  • Preparing reports and/or written analyses regarding USAID policies and positions on difficult or complex matters related to the education sector.

This position has a positive education requirement (official or unofficial transcripts are required); unless you have an SF-50 that shows you are currently in the 1710 series.

Qualifications

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) ability to apply new developments and theories to education development problems using various principles, concepts, and methods; (b) knowledge of U.S. Government/International country laws and regulations to make recommendations expanding important policies and programs; (c) experience in managing procedures to resolve problems of major significance to Agency education development programs/projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Education

You must meet the following education reqirements:

  1. Bachelor’s degree from an accredited or pre-accredited institution that included or was supplemented by supervised student teaching, and at least one course in each of the following areas: general psychology, human development, history and/or philosophy of education, and teaching methods at the learning level of the position to be filled, i.e., elementary or secondary learning level. For secondary school teaching positions, applicants must also have had at least 24 semester hours (or equivalent) of course work in each of the principal fields of instruction.

  1. Combination of education and experience - Applicants who have completed a full 4-year course of study in an accredited or pre-accredited college or university leading to a bachelor’s degree but who do not meet the specific course requirements shown above meet minimum qualification requirements if they have completed at least one full academic year of professional teaching experience at the elementary or secondary school level as appropriate to the position to be filled. Professional teaching experience is defined as full and primary responsibility for the instruction of assigned students under general supervision in a recognized or accredited school or other accredited educational institution. This includes responsibility for preparation and presentation of lessons and the evaluation of students’ progress throughout the learning period, including a determination of the students’ success or failure according to established criteria.
