This position is located in the Bureau for Europe and Eurasia, European Country Affairs Division (E&E/ECA). The Bureau for Europe and Eurasia is physically located at SA44, 301 4th Street, Federal Center Plaza, Washington D.C.
E&E/ECA is the focus for all USAID development assistance matters for Albania, Bosnia and Herzegovina, Macedonia, Montenegro, Serbia, Cyprus, Ireland and non-presence countries.
Oversees critical work related to the conceptualization, design, documentation, and/or management of programs that affect inter-agency policy in the area of international cooperation.
Advises senior management on donor coordination matters relating to the country area or region. Maintains contacts with host government embassy representatives, the World Bank, the International Monetary Fund, other donors and international organizations, other USAID bureaus, the Department of State and other USG agencies.
Communicates concerns and views on Missions activities to Mission staff.
Assists Mission in developing positions on issues, problems and programs. Interprets the Mission’s position to USAID/W, other USG organizations, bilateral and multilateral donors and non-governmental organizations
Provides technical expertise and advice as necessary for the identification, design, redesign, development, implementation, evaluation, monitoring and coordination of program as well as non-project activities.
Represents Bureau interests on matters related to the Bureau at, high-level intra-agency bilateral meetings both in Washington and in the field, as well as external forums, including at conferences, seminars, etc.
Assesses and reports to Bureau and Agency management, colleagues and counterparts in other agencies, on the effectiveness of mission’s programs or operations in meeting established goals and objectives.
Analyzes and evaluates, on a quantitative or qualitative basis, region-wide programs as they affect the country-level programs across the regions.
Prepares and/or delivers presentations, briefing papers, position papers, and speeches for both inteernal and external audiences.
Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to GS-14. Example of specialized experience- Mastery of program and organizational analysis principles, methods, practices and techniques; analytical methods, and interpersonal relations practices.
Planning and Evaluating-Organizes work, sets priorities, and determines resource requirements; determines short-or -long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals;monitors progress and evaluates outcomes.
