BACKGROUND:

This position is located in the USAID Bureau for Global Health (GH), Office of Population and Reproductive Health (PRH), Commodity Security and Logistics Division (GH/PRH/CSL). The

Supply Chain Strategic Partnership Advisor plays a pivotal role to ensure that the CSL Division’s work furthers Division, Office and GH Bureau objectives. The PRH Office’s strategic objective is to advance and support voluntary family planning and reproductive health programs worldwide. The Office contributes to the global Family Planning 2020 goal of enabling an additional 120 million women and girls in the world’s 69 lowest-income countries to access modern contraception by 2020, and to the Agency’s goal to meet at least 75% of the unmet need for family planning with modern contraceptives by 2030.

The CSL Division serves as a world leader towards ensuring the long-term availability in low- and middle-income countries of a wide range of high-quality contraceptives and family planning/reproductive health (FP/RH) commodities through public and private channels. The Division includes 20 staff that provide global technical leadership, support field programs, and manage approximately $128 million annually for central procurement of FP/RH commodities and technical assistance to build self-reliant supply chains USAID-supported countries. Division activities support programs in more than 50 countries.

INTRODUCTION:

A strategic focus of the CSL Division is to increase the availability and use of high-quality supply chain data for decision making. The Supply Chain Strategic Partnership Advisor will play a key role as a technical expert for strategic engagements with key stakeholders to identify, design, and implement solutions to address complex challenges in commodity availability. The Advisor will, for example, strengthen USAID‘s strategic partnership for the adoption of global healthcare data standards, namely GS1 standards, to improve the ability to track and trace commodities; and for the implementation of supply chain business solutions, such as control towers for improved supply chain decision making at the global and country levels. The Advisor will be CSL’s main point of contact with suppliers and manufactures regarding data sharing and other data/analytics-related needs. This position offers a unique opportunity to deepen knowledge of what it takes to ensure sustained availability of contraceptives and other FP commodities in low- and middle-income countries; and to engage with diverse stakeholders such as donors, multilateral organizations, foundations, and the private sector on high-profile supply chain initiatives.

Responsibilities

The Advisor will:

  • Provide technical expertise to establish and strengthen strategic engagements with key stakeholders to identify, design, and implement solutions to address complex challenges in commodity availability.
  • Provide technical guidance to identify and promote high-impact, high-priority investments for CSL in supply chain management information systems, staying abreast of supply chain management business solutions.
  • Provide technical and business expertise for implementation of supply chain information system solutions.
  • Stay abreast of best practices in data governance and supporting supply chain data governance activities.
  • Collaborate with global and regional procurers and manufacturers of FP commodities for shared visibility of supply operations and priorities by providing technical guidance and oversight to identify, design, implement, and evaluate joint supply chain management initiatives such as:
  • the Global Family Planning Visibility Analytics Network (control tower) as a platform for data sharing and collaborative supply chain decision making;
  • adopting global healthcare data standards to improve track and traceability of products throughout supply chains;
  • providing technical support in developing data sharing, data use agreements and policies;
  • coordinating to mitigate and reduce the risk of gaps in contraceptive supply to family planning programs.
  • Provide technical expertise to relevant technical and managerial needs of CSL-managed projects
  • Provide technical expertise to related USAID global initiatives and internal/external working groups as needed.
  • Provide technical assistance to USAID field programs by coordinating inputs for tailored assistance to field programs and partners for supply chain management for FP commodities.
  • Provide CSL inputs to GH country team activities as the FP commodities point of contact.
  • Perform other duties as required.

International travel approximately 25%

Qualifications
  • Master’s degree in supply chain management, information technology or related discipline preferred and 7+ years’ relevant experience or equivalent combination of education and experience.
  • Experience with data management, governance and data sharing policies
  • Experience in establishing and maintaining strategic partnerships and relationships with a wide range of partners, multi-agency initiatives, and private sector.
  • Experience in supply chain information systems, such as track and trace systems, enterprise resource planning (ERP), or supply chain control towers.
  • Experience in developing information technology (IT) strategies and aligning IT investments with organizational strategic objectives.
  • Experience with implementation of GS1 standards preferred
  • Have the skills to adapt industry best practice in supply chain information systems to the contexts/environments in which USAID works.
  • Experience in procurement and/or supply chain management required, preferably for health programs.
  • Demonstrated ability to work independently with minimal supervision, contribute to and lead teams, engage effectively and achieve results as a technical expert with a wide range of partners, bring a common-sense understanding and proactive problem-solving approach to the work.
  • Excellent communication skills, both oral and written with proficiency at organizing and presenting information for diverse audiences.
  • Demonstrated flexibility and openness in responding to changing work priorities and environment.
  • Strong analytical skills, with an ability to think logically; derive strategic, executive insights; use mature, discerning judgment to facilitate positive change in programs.
  • Strong attention to detail and organizational skills, with proven ability to coordinate/manage multiple work streams and prioritize effectively.
  • Diplomacy and ease working within an international community and in diverse cultural settings.
  • Ability to travel internationally.
  • Experience working in low- and middle-income country settings preferred
  • Fluency in English is required, mastery of a second language of a USAID Family Planning Priority Country, particularly French is preferred
  • US citizenship or US permanent residency required and the ability to obtain and maintain a clearance
