In the Kyrgyz Republic, the Law on Social Procurement was signed by President Atambaev at the beginning of May 2017, to allow government ministries and agencies to purchase goods and services from nongovernmental entities. The Ministry of Health established a Technical Working Group (TWG) on Social Procurement on May 12, 2017 with the mandate to develop a mechanism to implement this new law in the health sector.

The USAID-funded Health Policy Plus project (HP+) has supported the MOH TWG to develop the legal and regulatory framework, tools, and capacity to implement social procurement in the health sector over the past year. HP+ will continue to support the MOH TWG to develop social procurement mechanisms, and requires a coordinator consultant to lead the project’s response.

The consultant will provide technical expertise, coordination, and programmatic support to implement HP+’s workplan in Kyrgyz Republic to strengthen implementation of a new policy on social contracting.

Key Responsibilities
* Develop scopes of work and coordinate the efforts of consultants with specific areas of expertise to further implementation of the new law on social contracting.
* Attending regular MOH Technical Working Group meetings on social contracting.
* Conduct desk reviews and policy analyses, as needed, to further the work of the MOH TWG on social contracting.
* Facilitate day-to-day communication with USAID Kyrgyz Republic on project implementation.
* Coordinate HP+ assistance to the MOH.
* Conduct key informant interviews with key stakeholders at different points in time during project implementation to inform policy development, study tour planning, and documentation of capacity development.

Qualifications:
* Experience in working closely with Ministry of Health of Kyrgyz Republic, facilitating discussions and proposing activities;
* Experience facilitating working group meetings and training events;
* Experience supporting a project funded by USAID Kyrgyz Republic and engaging in frequent communication with the USAID activity manager;
* Demonstrated expertise in public health, HIV, and capacity development;
* Experience in supporting programs related to social contracting in Kyrgyz Republic and/or other Central Asian countries;
* Strong written and oral English and Russian language skills.
