Job Description

Essential Job Functions:

  • Provides high-level guidance and oversight to the Iraq/Syria Program Managers, and their respective technical teams with direct input from Country Director;
  • Works with program and administrative staff to streamline operations in the Blumont Iraq-Syria office, to include identifying and improving efficiencies through the standardization of policies and procedures in line with Blumont and donor requirements;
  • Works with the program mangers on insuring that the programs are managed based on time, budget and scope.
  • Leads efforts to develop and secure new project funding, especially emergency response programming, through capture management, proposal writing, and building of relationships with current and prospective private sector and international donors;
  • Formulates and plans a clear vision of present and future program goals and strategies which can be clearly communicated to team members, local beneficiaries, international partners and donors;
  • Liaises with donors in support of program objectives, maintaining high level of involvement in client and donor activities to achieve insight into areas where support maybe applied to accomplish client goals more effectively;
  • Develops relationships with local NGO and private sector partners and identifies areas of potential collaboration and opportunities to leverage private funding;
  • Attends donor and NGO coordination meetings as appropriate to develop understanding on both programming gaps and funding opportunities;
  • Supports the recruitment of short-term technical staff;
  • Allocates manpower and resources to ensure completion of established objectives within budgetary and schedule guidelines while upholding high technical standards;
  • Conducts employee performance reviews and disciplinary actions as needed;
  • Implements innovative approaches to non-routine, non-recurring work requests based on acquired expertise and knowledge of organizational philosophy and personnel capabilities;
  • Performs quality control on all communications and reporting efforts, spearheading new initiatives to promote the success of Blumont programming among donors and other stakeholders;
  • Models behavior that upholds and ensures compliance of staff with Blumont Code of Business Ethics and Conduct and conveys Blumont culture of compliance to staff and outside parties;
  • Other duties as assigned.

Required Skills & Experience:

  • Bachelor’s degree in related field with 8+ years’ experience in overseas development managing emergency response, relief, and/or transitional programming;
  • Demonstrated knowledge of international development programming, project development, grant administration and management procedures;
  • Demonstrated success leading capture management and proposal writing efforts, including U.S. government (USAID, DOS, or USDA) or other major donor-funded programs;
  • Previous experience living and working in the Middle East;
  • Strong written and verbal communication skills;
  • Advanced knowledge of Microsoft Office Suite; and
  • Fluency in English.

Preferred Skills & Experience:

  • Master’s degree in related field;
  • 2+ years of previous experience as COP, DCOP, or Project Director;
  • 5+ years working experience in post-conflict environments; and
  • Fluency in Arabic and/or Kurdish.

  • Proven ability to learn quickly, take initiative, and be accountable for results; and
  • Awareness of and sensitivity to multi-cultural international development work.

Travel Requirements:

  • MENA Based position focused mainly between Syria and Iraq.
  • Travel and presence in Syria up to 70%. travel to Iraq up to 30%.

Physical Requirements:

  • Personnel who travel for Blumont must be physically able: (i) to function for extended periods of time wearing personal protective body armor weighing approximately 35 pounds and a helmet weighing approximately 5 pounds; (ii) to walk comfortably over rough terrain; and (iii) to ascend up to six flights of stairs on a daily basis. Candidates will be required to provide medical certification to IRD’s satisfaction of the absence of any conditions that might impair a candidate’s ability to meet these requirements.
