Job Description

EnCompass LLC is currently seeking a social media-savvy international development professional with a passion for building relationships to join our growing team as a Talent Acquisition Specialist. The Talent Acquisition Specialist will support our recruiting team by sourcing the best possible candidates and matching them to positions for proposals and existing projects. Talent Acquisition Specialist responsibilities include searching social platforms and conducting in-person networking to identify potential candidates. To be successful in this role, you should combine knowledge of sourcing techniques with longer-term recruiting strategies and nurture trusting relationships with potential hires. Ultimately, you will be responsible for building a strong talent pipeline for our company’s current and future staffing needs. This position will initially be located at the EnCompass headquarters in Rockville, MD and report to the Director of Talent Management.

Position Duties and Responsibilities

Essential functions include, but are not limited to:

  • Coordinate with business development and hiring managers to identify staffing needs and the requirements and expectations of the job
  • Engage in the range of tasks to recruit, and vet potential employees and consultants for EnCompass proposals, and support recruitment of staff positions as needed
  • Manage all steps in the recruitment process for proposals, including writing job descriptions, conducting outreach, advertising, screening, interviewing/vetting, tracking candidates, short listing, and checking references
  • Source potential candidates though online channels, industry networking, and career events; build networks to find qualified passive candidates
  • Serve as the public face of the company during the recruiting process
  • Update and maintain EnCompass’ Global Consultant Network database; develop and maintain specialized databases for technical projects as needed
  • Create and maintain the recruitment tracker
  • Build a strong talent pipeline for the company’s current and future business needs

Position Requirements

  • Bachelor’s degree required; Master’s degree preferred, in international human resource management, international development, or related field with three years of relevant work experience
  • A minimum of one year of international development talent acquisition experience particularly for US government projects
  • Talent acquisition experience in one or more of the following practice areas highly preferred: training, evaluation, capacity building, gender, global health
  • Proficiency in identifying and employing social media and other outreach tactics
  • Clear verbal and written communication and diplomacy skills
  • Organizational skills with unfailing attention to detail
  • Demonstrated successful track record in building relationships with candidates and clients
  • Excellent problem-solving skills and ability work effectively with diverse teams and handle many tasks simultaneously and with multiple competing priorities, often with tight deadlines
  • Experience with electronic recruitment systems or applicant tracking systems
  • Knowledge of recruitment compliance guidelines such as the AIDARs and OFCCP preferred
  • High level of proficiency with Microsoft Office applications and databases
  • Fluent in English, excellent English verbal and written communication skills
