Job Description

Chemonics seeks a Task Order 1 Viral Load Program Manager for the USAID Global Health Supply Chain Program- Procurement and Supply Management (GHSC-PSM) project to support the HIV/AIDS Task Order 1, located in Arlington, VA. GHSC-PSM is the primary vehicle through which USAID will 1) procures and provides health commodities; 2) provides technical assistance to improve partner countries’ management of the supply chain; and, 3) collaborates with key international stakeholders to support global health initiatives. The project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboration via strategic engagement to improve long-term global supply of health commodities. Within GHSC-PSM, the Manager will work as part of the Global Supply Chain Strategy Team, work closely with the strategic sourcing and supplier relationship management leads. The role also will include regular engagement and collaboration with the Health Systems Strengthening lab team, the Integrated Supply Chain Manager for labs, and Project Management Unit (PMU) and field office (FO) and non-field office (NFO) staff for country programs that have VL/EID testing activities in Wave-1 and Wave-2 countries.

Responsibilities include:

  • Develop familiarity with key aspects/requirements of diagnostic equipment, supplies and services
  • Complete awards to VL/EID manufacturers in 6 Wave 1 Countries
  • Manage implementation of Wave 1 country awards, working closely with FOs and stakeholders
  • Develop reagent supply chain processes and change management related to DAP incoterm; enable robust, cohesive, and sustainable operations at each PSM FO
  • Engage directly with field offices, suppliers and relevant stakeholder staff
  • Manage service KPIs for each country/manufacturer, including reporting to USAID and CDC
  • Manage tracking of prices paid under new awards vs. cost baseline development in connection with VL/EID RFP (in order to report on savings)
  • Advance the development of data transfer from diagnostic equipment, and related reporting and analysis
  • Lead/support RFP for Wave 2 countries


  • At least 8 years professional experience in related field
  • Bachelor’s degree required. Master’s degree preferred
  • Ability to create efficiencies and lead programmatic transformation in large, complex, global public health programs
  • Experience working with global partners and countries in assessing and designing improvements and technical guidance
  • Experience working in resource constrained countries
  • Strong communications skills, with experience working and communicating effectively with companies, clients, and internal colleagues
  • Familiarity PSM’s beneficiary countries (preferred)
  • Working knowledge of PEPFAR (preferred)
  • Prior procurement and/or supply chain experience (preferred)
  • Prior experience with laboratory management (a plus)
  • Demonstrated leadership, versatility and integrity
