You are an astute and strategic leader, experienced in delivering high quality large scale and complex aid programs. You are an effective leader of people with a solid track record in building high performing teams. You are an excellent communicator, comfortable working with a range of stakeholders and across cultures. Ideally you have lived and worked in Asia, and will be aware of the political, economic and development context of Cambodia.
About the role
As the Team Leader, you will have overall responsibility for the delivery of the Program to best-practice standards, in accordance with the DFAT Head Contract. You will be responsible for providing strategic oversight, and leading the management and direction of the program to ensure successful implementation and the management of risks. You are also responsible for engaging with DFAT and Royal Government of Cambodia counterparts. You will lead a team of over 60 experienced national and international staff ensuring a collaborative and supportive environment to achieve program outcomes. You will supported by the Senior Management Team that includes a Deputy Team Leader, three Component Managers, and Operations Manager.

About the program
The Cambodia Agricultural Value Chain Program Phase II (CAVACII) is the largest value investment by the Government of Australia in Cambodia. It is an AUD 89 million economic development program, over six years between 2016-2021. Its purpose is to increase the productivity and incomes of small farmers, and trade in milled rice and other crops by strengthening market systems and investing in community-managed irrigation infrastructure. CAVAC works with Royal Cambodia Government ministries and the private sector. The design specifies three program components:
- Productivity and Diversification
- Water Management and Irrigation
- Rice Milling and Export
This position will be remunerated in line with the Australian Government’s Adviser Remuneration Framework, Long Term Adviser Monthly Rate Tables (http://dfat.gov.au/about-us/publications/Documents/adviser-remuneration-framework-2016.pdf) and will fall within Discipline Group D, Job Level 4. (Monthly Fee AUD14,335 up to AUD17,918 plus a mobility allowance and reimbursement of housing up to a set limit). The remuneration at which the Adviser is engaged will be based on the successful candidate’s relevant experience.
