Scope of Work

Adam Smith International (ASI) is seeking a highly driven and capable individual to play a key role in the technical engagement of the GROW Liberia programme. This is an exciting opportunity for an experienced individual to take on a management role and build on their market systems development (MSD) expertise to contribute to the economic growth in Liberia.

Responsibilities

  • To provide overall leadershipfor the project.

  • To ensure efficient, timely and effectiveimplementation of interventions, high-quality deliverables, and achievement of results targets.

Lead overall stakeholder engagement.

  • To develop effective working relationships with key stakeholders,including the client, other donors, government officials, projects, etc. involved in project governance and delivery as well as the development community at large.

  • To represent the programme to private sector, government and other development partners; and to seek for coordination and alignment between these groups.

  • To represent the project, raising awareness and understanding of its work among influential stakeholders and decision makers.

  • To share knowledge and lessons with Sida, ASI HQ, other projects in the ASI network, and other stakeholders as required.

Lead organization and people management.

  • To take personal responsibility to lead, manage, motivate and develop project staff, encouraging their commitment to project objectives, and meeting their personal development needs.

  • To ensure effective coordination and collaboration between teams and individuals within the project.

  • To ensure that GROW adheres to principles of effective adaptive management and is a strong learning organisation.

  • To ensure the highest standards of ethics and compliance across the programme.

  • To encourage and support innovation across the project, including streamlined data management and analytics and cross-function delivery.

  • To display ASI’s values of partnership, resourcefulness and creativity.

  • To continuously qualify and develop opportunities for diversified funding sources

  • To ensure the continuity of the programme beyond the current extension phase

  • To seek a smooth transition from the first phase of the programme into the second phase (likely to take place at the end of 2021).

Lead policy workstream.

  • To provide strategic and technical leadership for GROW’s policy initiatives.

  • To ensure efficient, timely and effective design and implementation of GROW’s policy interventionsand continuing development of the policy intervention portfolio in line with the programme’s overall technical strategy.

  • To ensure high-quality deliverables and achievement of policy project results targets.

  • To develop the capabilities of the policy team.

Skills & Experience Required

GROW seeks a dynamic, creative, and experienced individual that brings excellent stakeholder engagement, team and organizational development, and policy expertise.

Essential:

  • Prior experience working in West, East or Southern Africa

  • More than 10 years working in a managerial position having led several teams

  • Experience of leading a major donor/development project

  • Experience of working with major donors such as DFID, USAID, World Bank

  • Have the capacity to develop excellent contacts with government, development agencies, organizations, and private sector active in Liberia

  • Technical policy background, preferred within market systems programming in sub-Saharan Africa

  • Proven business development track record

  • Excellent written and oral communication skills. Comfort with significant writing and presentation requirements.

  • Excellent team and talent building capabilities.

  • Driven to improve the quality and creativity of development work generally.

Desirable:

  • Masters or PhD in a field related to this sector

  • Extensive experience working in the Liberia / West Africa

  • Market systems experience and training

This role reports to the Project Director

This position will be based in Monrovia, Liberia.

These are indicative responsibilities only. Specific responsibilities will be assigned by the Project Director on an on-going basis. Performance will be assessed continually.
