Proposal Objective:

SI is preparing a response to the Netherlands Enterprise Agency (RVO)’s intention of a multi-year tender requesting quality independent evaluators who can execute different types of evaluation studies. The tender will be divided in two lots: one for impact evaluations (mixed methods, where possible incl. baseline and counterfactual) and one lot for qualitative studies and evaluations (e.g. mid-term reviews and qualitative thematic studies).

Position Description:

SI is seeking illustrative high-quality Team Leader and Evaluation Specialists to provide technical assistance on requested qualitative studies and evaluations under this multi-year tender. Evaluators will perform these studies on the basis of specific requests, procedures and assignments (to be specified in a Terms of Reference for each assignment).

Responsibilities:

  • Provide leadership in designing and conducting qualitative studies/evaluations (e.g. mid-term reviews and qualitative thematic studies) on RVO programmes worldwide.
  • Oversee and advise on a range of activities such as: evaluation and study design and leadership, provide technical advisory support on evaluations including sector and/or methodological expertise, qualitative and quantitative data collection and analysis of secondary datasets, monitoring and verification of data and systems, report writing and dissemination.
  • Supervise and coordinate expat and local team members, provide unified and cohesive deliverables (as Team Leader).

Qualifications:

  • Master’s degree and 10 years of relevant experience (Ph.D. preferred).
  • Demonstrated technical experience conducting and managing mid-term reviews and qualitative thematic studies.
  • Expertise in, use of, and application of mixed methods and performance evaluation designs.
  • Familiarity with European Union Evaluation Guidelines is helpful.
  • Strong supervisory, team leadership and communication expertise.
  • Experience conducting evaluations in RVO programme countries. Largest funded countries include:
    • Ghana

  • Experience conducting evaluations in RVO programme sectors such as:
    • Private Sector Development
    • Water
    • Transport
    • Social Services
    • Civil Works
    • Energy and Environment
