Job Description

Project title: Better Services for Consumers in the Reformed Energy Markets - Ukraine

Brief description: The overall objective of the project is to assist Ukrainian public authorities to reform the electricity and gas markets in line with the provisions of the EU-Ukraine Association Agreement to the benefit of consumers. The project is designed to support the National Energy and Utilities Regulatory Commission of Ukraine (NEURC) and other relevant stakeholders in improving the functioning, transparency, and competition in the wholesale electricity and natural gas markets and in developing electricity and gas retail markets that benefit consumers, including through strengthening consumers rights.

Commencement date of the project: 6 September 2021

Duration of the assignment: 350 working days over 24 months

Requirements:

Qualifications & Skills:

  • A university degree in engineering, law, economics, public administration, or equivalent degree relevant to the project;
  • Asset: Knowledge of Ukrainian and/or Russian (minimum 3 on the scale of 1 (excellent) to 5 (basic)).

General professional experience:

  • Between 10 and 15 years of proven professional experience in the energy sector gained after the award of the first university degree. Experience beyond 15 years will be accepted, but will not represent an advantage during the evaluation.

Specific professional experience:

  • Between 5 and 10 years of professional experience in the field of regulation of energy markets employed by the energy regulatory body in the EU. Employment at a consulting firm or Academic Institution in the energy field will be accepted as an alternative but will be considered less relevant during the evaluation. In case of part-time employment, only the actually worked time will be taken into account. Any experience after 2009 will be an asset;
  • Asset: at least 1 year of senior management experience at energy regulatory authority in the EU and/or experience as a team leader in at least one project funded by EU or international donors of at least EUR 250,000 in the EU Member States, the United Kingdom, or Contracting Parties to the Energy Community.
