GIZ International Services is shortlisted for the EU-funded project “Technical Assistance Programme to support behaviour changes and Public Finance Management (PFM) technical expertise in Malawi”.

The overall objective of this assignment is to assist the Government of Malawi in achieving efficient and effective use of public resources to contribute to the growth of the economy and development of Malawi.

The purpose of this contract is as follows: to promote good economic governance and accountability. The programme seeks to contribute to efficient use of public funds and effective resource mobilisation. These areas address key constraints to an enabling environment conducive to growth and trade development. To this effect, the programme will support the implementation of the PFM Rolling Plan with a particular focus on main expenditure risks including procurement and revenue

Your tasks

The Team Leader will be in charge of the overall project coordination and quality control of project deliverables across all 3 Key Result Areas, including the areas common to all these areas and any other support provided for other PFM reform areas, by ensuring that problems are identified and solutions implemented rapidly. As there is the possibility that an EU Budget Support programme will be ongoing at the same time as this project, the Team Leader will also assure coordination and cooperation with any connected interventions. The Team Leader will also guide the approach adopted by PFM experts so that they each play a role in facilitating behaviour change.

Your profile

Qualification & skills

The expert should have a Master’s degree in economics, finance, accounting or other relevant field plus a Postgraduate qualification in change management and/or sustainable development, Public Administration or other relevant field, from recognized institution.

General professional Experience

The expert will have at least 15 years’ general experience relevant to the assignment, including at least 8 years of experience in leading public sector reform processes, including conducting institutional/organisational assessments, developing change strategies and supporting implementation of organisational capacity development plans.

Specific professional experience

In addition, the OD/CM expert should be able to demonstrate:

At least four-years’ experience in the facilitation of change interventions, showing an ability to overcome barriers and stimulate drivers for change at individual and organisational levels, specifically for the public sector;

At least four-years’ practical experience in project management of donor-funded programmes, ideally in Sub-Saharan Africa;

At least two-years progressive Political Economy Analysis experience;

Experience in PFM reform implementation;

Experience with Problem Driven Iterative Approach (PDIA) and TWP (thinking and working politically) processes or other similar approaches; and

Experience in facilitating multi-stakeholder processes towards common goals, including: government, donors and their implementation programmes, academia and civil society.


Strong skills in leading a diverse team, and in coaching and brokering;

Respect for, and empathy with, Government counterparts;

Exceptional ability to build and maintain effective working relationships; and using them to achieve results;

Excellent written and spoken communication skills in English;

Willingness to commit 5 years to this significant challenge in Malawi.

Location information

The experts normal place of posting is Malawi. Whilst in Malawi the experts will be based in Lilongwe. Travel to locations outside of Lilongwe is likely to be required as some of the relevant stakeholders are situated in Blantyre.

The intended start date is 3rd September, 2019 and the period of implementation of the contract will be approximately 60 months from this date.
