Background:

The Asia Foundation (the Foundation) in Timor-Leste is implementing the $AUD 35 million Nabilan Program under a Grant Agreement with the Australian Department of Foreign Affairs and Trade (DFAT). The first four-year phase of the program commenced in April 2014 and the second phase will run from April 2018 to June 2022. The Nabilan Program is looking for a Team Leader to manage the program until the conclusion of this second phase. The Nabilan Program’s goal is that “Women and children live free from violence and can enjoy their rights”. To contribute to this goal, Phase 2 has two End of Program Outcomes (EOPOs):

  1. EOPO1: Women and children who experience violence have access to quality and inclusive services; and
  2. EOPO2: Individuals, communities and institutions take action to reduce violence against women and children.

RELATIONSHIPS

Internal:

Daily contact with the Nabilan team, Country Representative and Deputy Country Representative, and other relevant program staff in the Foundation’s Timor-Leste office on a regular basis. Regular contact with the Finance and Compliance teams, Human Resources, Administration and Operations management. Ongoing direction to consultants, interns and external Foundation contractors. Contact as needed with other Foundation staff in Asia in similar thematic areas. Contact as needed with the Program Specialists Group, Communications, and Public Sector Development Services, Financial Services and Human Resources unit staff in the Foundation’s San Francisco and Washington D.C. offices.

External:

Regular contact with the Australian Embassy, Program representation and liaison with program partners, representatives of relevant government ministries, Civil Society Organizations, local authorities, national and international agencies supporting women’s ending violence against women and children in Timor-Leste, academic and research institutions, national and international media.

REQUIREMENTS

Experience:

Minimum 10 years of progressively responsible relevant professional experience including experience in the management and implementation of GBV programs. Demonstrated experience managing multi-disciplinary teams, especially national staff and supporting their professional development. Experience in program management, financial and grants management and budget control, research, proposal and report writing, strategic planning, fundraising and managing international donor-funded projects.

Education:

Master’s degree required in gender studies, social work, international development, political science, law, or a related field.

Skills:

  • Demonstrated ability in multidisciplinary team management, team building, and supervisory skills; strong analytical and problem-solving skills; flexibility, patience, optimism and sensitivity; proven interpersonal, linguistic and intercultural skills.
  • Demonstrated understanding of issues related to ending violence against women and children in Timor-Leste.
  • Demonstrated understanding of social norms change theory and implementation of quality services (social services and access to justice).
  • Demonstrated understanding of DFAT systems, reporting processes, M&E and reporting standards (financial and narrative), and proven experience navigating complex relationships with host governments.
  • A personal commitment to promoting gender equality and to modelling personal behaviours consistent with the program focus, and a commitment to working on evidence-based programs, working respectfully and collaboratively with individuals and organisations at a range of levels.
  • The candidate should demonstrate strong oral and written communication skills; ability to communicate orally and in writing in English, and desirably in Tetum; ability to use email, Word and Excel or equivalent programs; and a willingness to travel to remote areas as required.
  • The candidate should be comfortable moving between managing team activities and taking on specific deliverables based on the need of the program and office.

Preferred:

  • Experience of or familiarity with The Asia Foundation programs.

POSITION ACCOUNTABILITIES

Program Leadership, Development and Management:

  • Accountable for achieving Nabilan objectives and liaison with DFAT; develops overall program implementation strategy, annual work plan, monitoring and evaluation plan, and individual program activities in compliance with the Foundation’s thematic, program, operational and financial strategies, priorities, and procedures.
  • Develops and submits timely donor reports; maintains, updates and ensures the availability of accurate monitoring and evaluation data and documentation.
  • Contributes to the development of fundraising strategies, plans, and projects related to the women’s empowerment and justice sectors; prepares in-country and external proposals in accordance with Foundation and donor protocols and guidelines.

Technical Input:

  • Oversee both pillars of the program – services and social norms change – and provide technical input as required.
  • Manage external communications including policy advocacy and media.
  • Manage all M&E for the program, including reporting against the evidence matrix, learning dialogues, 6 monthly verbal progress reporting and annual narrative progress reporting to DFAT.
  • Oversee the program’s implementation of cross cutting issues – gender equality, disability inclusiveness and working with other marginal groups.
  • Coordinates engagement of multidisciplinary technical expertise from Foundation staff and external consultants technical support, training design and implementation, facilitation, and all other aspects of program execution and evaluation.
  • Ensures program standards for social norms change and quality service provision for victims, including through trainings and stakeholder consultation and engagement in program activities.
  • Supervises, monitors and evaluates the impact of all program interventions and continuously improves and updates the program logic to achieve results.
  • Ensures integrated strategy with other program pillars within The Asia Foundation, including Support for Public Policy Program, Local Governance and Women’s Empowerment Program.

Financial Management and Compliance:

  • Overall accountability for all project expenditures in line with donor and Foundation policies and regulations.
  • Develops project budget and spending projections for fiscal year together with the Finance Manager; ensures that budgets and spending projections are kept up-to-date and relevant on a monthly basis; ensures expenditures are within approved budgets and that spending targets are met.
  • Complies with all grant and contract requirements, and related regulations and procedures; Ensures compliance with administrative, grant management and financial policies and practices.
  • Assists with the oversight of compliance with all accounting procedures related to the project; prepares and submits timely financial reports to the Foundation and donors as required.
  • Promotes financial accountability and transparency.
  • Handles all policy compliance issues within the team and externally with the donor (child protection; prevention of sexual exploitation, abuse and harassment; fraud in particular).

Human Resource Management, Supervision and Staff Development:

  • Manage nine staff (national and international) and consultants, and coordinating with other TAF teams.
  • Participates in the recruitment, orientation, training, supervision and staff development of international and national staff related to the project; consultants and interns.
  • Assists with the implementation and compliance with personnel management, benefits and compensation policies and practices.
  • Provides written and oral information recognizing project staff achievement; identifying disciplinary or corrective actions immediately.
  • Conducts staff performance evaluation; Provides regular, ongoing performance feedback to staff; Ensures each project staff member has a development plan according to Foundation performance appraisal system; Identifies and coordinates opportunities for the professional development of national staff.

Representation:

  • Maintains effective coordination and professional relationships with DFAT, host government, national institutions, program partners, development assistance agencies, other donors, diplomatic missions, national and international NGOs, professional associations, academic, research and national institutions.
  • Assists the Representatives in establishing and maintaining constructive public relations in Timor-Leste; assures positive profile of the Foundation and the Nabilan project through media coverage of programs and events.
  • Participates in meetings and events to enhance public awareness of Nabilan and to expand the Foundation’s professional network and access to relevant information.
  • Participates in Foundation meetings and other relevant professional forums and events.

Other:

  • Provides support as assigned to program development, proposal writing, representation or other activities related to the women’s empowerment
  • Participates in Foundation-led initiatives, task-forces and committees as assigned.
  • Undertakes other duties as assigned.
