Key expert 1: Team leader (Programme Manager)

Qualifications and skills

  • A first-level degree from a university or institution of equivalent status in any of the following fields: international relations, political science, development studies, conflict studies;
  • Masters’ degree (university or equivalent institution or a recognised professional qualification) in project management, international development, monitoring and evaluations, development studies, public policy, statistics, political science;
  • 6 years of experience working with non-state actors in development cooperation, including their links to state actors;
  • Experience in project management, organisational and communication skills (for capacity building activities);
  • Excellent command of both spoken and written English.

General professional experience

  • At least 8 years’ professional experience in developing countries, preferably including experience on projects funded by the European Commission;
  • Minimum of 3 years’ experience in a managerial position such as team leader or equivalent post with managerial responsibilities;
  • Managerial experience in a consultancy firm providing technical assistance to civil society organisations would be an asset.

Specific professional experience

  • At least 6 years’ experience in project cycle management with ability to manage and oversee all aspects of the project cycle;
  • At least 3 years previous experience in designing and managing capacity building programmes in relation to broadly defined civil society;
  • Knowledge of civil society structure and operations and government policies in Somalia would be an asset;
  • Functional knowledge of EU procedures would be an asset;
  • At least 2 years cumulative experience in fragile contexts.

Key expert 2: Deputy Programme Manager

Qualifications and skills

  • A first-level degree from a university or institution of equivalent status in any of the following fields: social sciences, development studies, human rights or monitoring and evaluations.
  • Excellent command of both spoken and written English.
  • Good organisational, planning and reporting skills.
  • Proficient in Microsoft Office softwares.

General professional experience

  • At least three (3) years’ work experience in the management of civil society coordination and networking, preferably gained in a developing country.
  • Minimum of three (3) years’ work experience in technical and financial programme management.

Specific professional experience

  • Functional knowledge and experience of EU procedures would be an asset.
  • Knowledge of civil society structures and operations and government policies in Somalia would be an asset.
  • Knowledge of/experience in fragile contexts would be an asset.
