In Liberia, SI implements the Liberia Strategic Analysis (LSA) activity which provides USAID/Liberia with analytical and advisory services in support of strategic planning, project and activity design, performance monitoring and evaluation, and learning and adapting. LSA’s services cross-cut all development sectors including democracy and governance, health, education, the environment, and economic growth.

Project Objective:

USAID/Liberia has engaged LSA to conduct an external Whole-of-Project Performance Evaluation of the Civil Society and Media Project within the Democracy and Governance portfolio. The project aims to increase influence of citizens and media in the governance of public goods and services. It comprises three distinct USAID activities that contribute to two components: 1) strengthened capacity of civil society and the media to exercise their advocacy and oversight roles, and 2) increased accuracy and impartiality of target media. The purpose of this evaluation is to is to examine the entire Civil Society and Media Project Appraisal Document (PAD), including all its constituent activities and their progress, synergies, and sustainability. USAID/Liberia will use findings from the evaluation to inform adaptive management of the PAD and redesign of the Country Development Cooperation Strategy (CDCS).

The estimated start date will be March 1 through June 2019. The estimated LOE will be 59 days.

Position Description:

SI is seeking a Team Leader who will be responsible for coordinating the activities of the evaluation team. The Team Leader will be working alongside four team members: two technical specialists, an evaluation specialist, and a logistics coordinator.

Responsibilities:

  • The Team Leader will approve the final whole-of-project evaluation design, oversee the development of evaluation instruments, integrate the findings of team members, and coordinate preparation of the final reports.
  • Provide leadership for the team and coordinate activities as necessary.
  • Perform desk review and identify additional information required for analysis.
  • Provide technical expertise and lead efforts in evaluation design, methodology, and data collection instruments.
  • Schedule and interview key stakeholders and beneficiaries.
  • Coordinate team’s ongoing analysis of qualitative and quantitative data.
  • Lead the preparation and presentation of the key findings and recommendations to USAID/Liberia.
  • Write the draft evaluation report with support from the team members, taking into consideration feedback from the preliminary findings presentation.
  • Respond to USAID comments on the draft report and submit a final report to LSA.
  • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise.

Qualifications:

  • Must have at least ten years of experience managing evaluations, collecting qualitative and quantitative data, and conducting analysis of DG interventions in developing countries.
  • Experience implementing USAID whole-of-project evaluations and CDCS design is preferred.
  • Must hold an advanced degree in a discipline related to Public Policy, Public Administration, International Development, research, or related field.
  • Knowledge of civil society and media programming is required. The Team Leader must have technical expertise in one of the following areas: civic participation, media development, and/or human and institutional capacity development.
  • Previous work experience in managing multi-disciplinary teams and designing and conducting mixed-method evaluations in West Africa is preferred.
  • Knowledge of USAID rules, regulations, and procedures is desirable.
  • Must have exceptional organizational, analytical, writing, and presentation skills, including how to conceptualize and structure whole-of-project evaluation activities.
