Project title: Technical assistance for the EU-South Africa Dialogue Facility
Brief project description: The specific objective of the project is to provide technical assistance in the form of a Programme Management Unit (PMU) to support the implementation of the EU-South Africa Dialogue Facility that aims to encourage and respond to requests, mainly from South African Departments of the Government, for policy dialogues with the EU in various areas.
The overall purpose of the Social Dialogue is to enhance the commitment and understanding of the South African social partners to the rollout of dual system programmes in the TVET sector.
The main purpose of the Social Dialogue is to present the insights and lessons of social partners in European countries, where the dual system is well established, to the South African social partners as a living, practical example of the benefits of adopting this approach to training.
The overall objective of this assignment is aimed to provide industry and decision makers in the South African food industry and Regulatory Authority with sufficient information and guideline options to make an informed judgement regarding the road map for the reduction and prevention of food waste methodologies in South Africa.
The specific objectives of this assignment are:
- To conduct a gap analysis of the food waste in South Africa;
- To identify food loss hotspots and the identification of solutions to address the problems
- Evaluate countries with good Samaritan or food donation laws and how they have assisted the reduction goals
- Recommendations of possible methodologies to influence reduction and prevention of food waste in South Africa and comparisons with other global countries
- Determine the status or level of food waste in South Africa
The services to be provided will include:
- Documented gap analysis report to inform the current status of food waste in South Africa in order to set food waste reduction target goals;
- Participate in a multi-stakeholder workshop in Johannesburg, South Africa; and
- Make recommendations to the development of the voluntary agreements for food waste reduction and prevention in South Africa.
Duration of the assignment: 23 working days in the period Nov 2018 - Jan 2019
* The applicant should be citizen of a EU member state, based in an EU member state
- Masters’ Degree in a relevant field: public health, food science, food & beverage management, quality, food safety, labelling and health regulation, food security, biology, pharmacy or equivalent, alternatively 15 years’ experience and Bachelor’s degree.
- Minimum 10 years professional experience as a food security researcher or expert with an understanding of the harmonisation, reliance and recognition mechanisms.
- Demonstrated practical experience of managing the types of dossiers for food related regulations; using and adapting assessment information from other experienced regulators.
- Demonstrated experience in support to institutional strengthening and organisational development of regulatory authorities in the EU countries will be an advantage.
- Experience in institutional strengthening and organisational development of regulatory authorities in developing countries; experience in the SA food sector will be a distinct advantage.
- Demonstrated management experience and team leader skills.
- Strong report writing ability.
