Project Objective:

Social Impact has been asked to conduct a Democracy, Human Rights and Governance (DRG) assessment for USAID/Sierra Leone. This will be an assessment of the macro political-economy in Sierra Leone in order to identify the primary challenges to, and opportunities for, democratization in Sierra Leone. The team is also tasked with developing strategic and programmatic recommendations to address the core challenges to democratic development, the protection of human rights, and good governance in Sierra Leone.

The scope of work will involve (1) an analysis of the country context and political direction of the country, including identifying relevant fragility dynamics to identify key DRG problems. (2) Examine the role of key actors and the institutions in which they operate and then identify opportunities (or lack thereof) for them to address key DRG problems. (3) Review U.S. and USAID interests and priorities in Sierra Leone, including relevant assistance programs, resources, and comparative strengths. (4) Develop recommendations for strategy development and illustrative programming, which will serve as inputs to the development of the Mission new CDCS.

The estimated LOE for this project is 50 days, with a period of performance from late March 2019 through May 2019.

Position Description:

SI is seeking an individual to fulfill the role of the assessment team leader (TL) on this evaluation. The Team Leader will provide in-depth analysis of the political, economic and social barriers to democratic development and consolidation in Sierra Leone and assess political change, identifying barriers to democratization and developing DRG strategies and programming options. The TL will manage and oversee the assessment team and final products. In addition, the TL is responsible for coordinating assessment activities and ensuring the production and completion of the final report is conformance with the scope of work and timelines. The TL will guide the development of the assessment design, data collection strategy, instruments, and protocols. The TL will direct data collection and compilation, engage in stakeholder interviews; conduct data analysis and coordinate technical inputs of assessment team members and finalize deliverables. The TL will ensure quality assurance and timeliness of all deliverables.

This is a part-time position reporting to the U.S.-based SI Technical Director and working closely with the SI management team, as well as other evaluation team members with DRG Assessment expertise.

Responsibilities:

  • Conduct a desk review of documents relevant to USAID and Sierra Leone DRG research and programming
  • Develop and finalize the assessment design and data collection instruments, coordinating technical inputs from the team
  • Administer interviews with stakeholders in Sierra Leone
  • Guide and oversee the development and finalization of project deliverables, including the research plan, final report and presentations
  • Present assessment results to key stakeholders
  • Ensure quality work in all deliverables; implement SI quality assurance processes
  • Work closely with SI HQ team and communicate in a timely and effective manner with all project personnel

Qualifications:

  • Master’s Degree in degree in political science, international relations, social sciences, economics or any other relevant field any relevant field of study
  • Minimum six years’ experience in carrying out and leading assessments, research and programming, including implementing various data collection and analysis approaches and methods and developing reports
  • Minimum of five years of experience with USAID’s DRG assessment methodology
  • Knowledge of democratization and authoritarianism literature preferred
  • Regional experience and/or specific knowledge of the DRG sector in Sierra Leone strongly desired
  • Demonstrated skills in data analysis
  • Strong professional written and verbal proficiency in the English language.
  • Experience effectively presenting findings and communicating with client, government, and non-government stakeholders
  • Demonstrated organizational skills and attention to detail; ability to work independently to meet deadlines and adhere to high quality standards
  • Ability and willingness to travel in Sierra Leone for fieldwork
