Team Leader - Water & Sanitation Egypt

Leading a Water supply / Wastewater Technical Assistance team, based in Cairo, taking management responsibility for team activities.

Technical Assistance, Design and Engineering Consultants (TADEC), will support the investment and TA measures of the second Improved Water and Wastewater Services Programme (IWSP II) in Egypt, for the Governorates of Qena, Sohag, Assiut and Minya, with a combined population of about 18 million inhabitants (2017).

The IWSP II comprises the improvement of the physical water supply and wastewater infrastructure (investment component) as well as capacity development measures (technical assistance component). The investment component shall improve the water and wastewater infrastructure in order to provide water and wastewater services in a more efficient and environmentally sound way. The TA component shall create an enabling environment for the investment component by strengthening the organisational and human resource capacities. The overall IWSP II programme development goals are:

  1. Improved health status of the population in the programme area;
  2. Improved environmental conditions in the programme area;
  3. Further improvements of the water and wastewater sector framework.

The purpose of TADEC’s services under the TA component is to enhance the programme implementation units’ capacities for capital investment planning and implementation, programme management, budgeting and control. TADEC will also improve the efficiency of technical, commercial and financial business processes and thus contribute to better sustainable performance.

Advise and assist in all aspects of water and sanitation services delivery assessment

Manage preparation of detailed engineering designs and associated contract and procuremet

documents

Manage implementation of construction works/procurement plan;

Preparation of capital investment plans,

Support capacity building in programme and relevant stakeholders;

Take overall responsibility for preparing a consolidated annual work plan and budget

Develop a Project Implementation Manual as a set of guidelines for project implementation

Take charge of implementation and supervision of project quality control system;

Supervise and update the project monitoring and evaluation system

Candidate

The Team Leader must have a Bachelor degree in Civil Engineering or equivalent qualifications. A Master degree or PhD would be an advantage.

They should have at least 15 years of professional experience in water and sanitation and international development projects, minimum 5 years as a Team Leader.

Proven track record in leading large consultancy projects, ideally experienced with KfW, in project/programme management, technical advisory services.

Experience with capacity building and institutional reform.

Middle East/North Africa experience is an advantage.
