Abt Associates seeks a qualified Gender and Social Inclusion (GESI) Advisor for the anticipated USAID-funded Papua New Guinea Electrification Project. The project aims to support Papua New Guinea’s goal of connecting 70% of Papua New Guinea’s population to electricity by 2030. The GESI Advisor will be responsible for the development of the project’s GESI Strategy that will ensure women and other marginalized groups benefit fully from new electricity connections supported by the project. The position will provide leadership and advice on the principles, practical strategies, tools and networks for mainstreaming GESI into project activities. Key Roles and Responsibilities

  • Lead the development of a GESI strategy informed by baseline analyses and research into GESI best practices to increase the participation of women and marginalized groups in project activities
  • Advocate for and advise the Chief of Party on GESI-sensitive approaches to project work planning
  • Act as point person for GESI integration, and facilitate and strengthen engagement and partnerships with relevant CSOs, government agencies, the private sector and other donor-funded projects to amplify the adaptation of GESI strategy
  • Lead efforts to build the capacity of CSOs, government and the private sector to mainstream gender and marginalized groups across all activities
  • Ensure the integration of GESI-sensitive indicators and strategies into the project’s monitoring, evaluation and learning (MEL) plan
  • Guide M&E team on data collection of program activities’ impact with regard to GESI-related indicators, and ensure that outcomes and impact of GESI activities are measured and evaluated for constant learning and improvement
  • Work with project management team to ensure that implementation complies with USAID’s GESI-related regulations and project’s GESI strategy
  • Prepare donor reports, white papers, case studies and success stories to promote project’s GESI strategy and implementation successes

Preferred Skills / Prerequisites

  • A minimum of seven years of progressive experience in gender and/or social inclusion mainstreaming - experience with donor-funded projects strongly preferred
  • A Bachelor’s degree in gender studies, sociology, international development or other related field – Master’s preferred
  • Demonstrated application of GESI international best practices
  • Excellent interpersonal skills and demonstrated success making connections with key stakeholders to enhance the adoption of international GESI best practices
  • Successful experience providing technical assistance to support the integration of GESI issues in donor-funded projects
  • Demonstrated capacity to lead the collection, analysis and utilization of data and information from a broad range of sources to ensure effective integration of GESI concerns in project programming
  • Professional level of verbal and written fluency in English
  • Experience working in Papua New Guinea or other Pacific Islands

Minimum Qualifications

  • (6+) years of experience and a master degree OR the equivalent combination of education and experience
