Job Description


USAID/Uganda’s Health, HIV and Education (HHE) Team seeks to design a five year social marketing program.The current eight year program is expected to end in 2013. The HHE Team is seeking to constitute a design team consisting of two independent consultants (subject matter experts)and USAID staff. The design team will design a program, develop the concept paper and other required documentation for potential procurement.


The design team will be responsible for the design of a social marketing follow on program. This task may include conducting a sectorial assessment or context survey as part of the design, and will involve developing the concept paper, and all Activity Approval Documents (including project description or scope of work) required for potential procurement of the program. The PD or SOW will describe in detail a social marketing program with strategic objectives and measurable results. The program design will incorporate all appropriate approaches, policies and services to support USAID gender goals.

All documents will be written in English and mustbe clear, coherent, appropriately scaled, and aligned with USAID Forward, Global Health Initiative, USAID/Uganda Country Development and Cooperation Strategy (CDCS), and Government of Uganda’s Health Sector Strategic Investment Plan (GOU/HSSIP).

Qualifications for Technical Specialist

The Technical Specialist will be an experienced health social marketing expert with over 10 years of demonstrated experience designing health sector social marketing activities. This includes skills in conducting sector context assessments needed to design projects. S/he must have a solid grasp ofstrategic planning, especially as it has been applied to social marketing in the health sector. Familiarity with procurement language and the parameters of the Mission’s operational plan and budget are essential. In addition, the Technical Specialist shall have outstanding writing skills and be able to translate complicated ideas into language easily understood by others. S/he must be fluent in English.
