Job Title: Technical Advisor I, Emergency WASH

Reports To: Team Lead Technical Advisor TAII Emergency WASH - Humanitarian Response Department

About CRS:
Catholic Relief Services carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas. Within CRS the Humanitarian Response Department (HRD) provides leadership and support to CRS emergency response and recovery programming. The HRD is staffed by highly motivated technical and support staff that strengthens CRS and partners’ impact through high quality and innovative programs, technical and management capacity at the field level, and active engagement in global efforts to promote excellence and learning in humanitarian response and recovery interventions.

The TA-I-WASH is responsible for providing global technical support to CRS and Partners’ humanitarian response, recovery, and DRR WASH programing.

Deployments to the field generally vary from two to four weeks depending on the humanitarian context and the need of the CRS Country Program or partner. During non-deployment time he/she will provide remote support to WASH programs, work on documenting best practices, and promote the WASH community of practice. Based on availability the WASH TA I will also engage in other work activities to enhance CRS’ learning from the field, including the ability to integrate WASH with other sector responses.

Job Responsibilities:
* Provide in-country technical assistance to WASH programs for deployment periods of 2 to 4 weeks.
* Provide remote technical support to country programs, regions and partners as appropriate.
* Technical assistance could include:
* Provision of sectorial assessments, response analysis, strategy development, implementation, management, and project monitoring, in accordance to national, international and Sphere standards, taking full account of local conditions, resources, customs and cultural norms.
* Design appropriate hardware systems and provision of technical drawings and BOQ’s for water supply systems (feasibility studies, source selection, abstraction, storage, treatment, distribution and water quality surveillance) and sanitation solutions (excreta disposal/Fecal Sludge Management, vector control, solid waste management and disposal and drainage).
* Design appropriate hygiene promotion and community engagement activities complementary and supportive to relevant hardware implementations.
* Identifying technical capacity gaps and recommend solutions to address these, including training events, and on-the-job training and mentoring as needed.
* Where applicable integrate WASH and shelter program activities and use market-based program approaches to meet WASH needs.
* Promoting innovative water, sanitation and community engagement opportunities through internal CRS collaboration as well as with relevant donors and research institutions.
* Keeping up-to-date on the latest policies and procedures to define and disseminate best practices and standards for WASH.
* Lead or support the development and writing of WASH proposals or sections related to WASH within multi-sectoral proposals.
* In consultation with HRD WASH Team Lead and Country Program Senior Management Teams, maintain contact with relevant donor in country/region, government, and private organizations (e.g., NGOs including partners, research institutions), and officials in-country for plan input and implementations.
* Contribute to the development of global WASH strategies.
* Support the hiring of in-country technical staff through the development of JDs and participating on interview panels.
* In coordination with HRD Team Lead and others conduct rapid program evaluations and support the identification and implementation of any needed corrective actions.
* Support the development of agency wide tools and guidelines for WASH programming.
* Promote and support CRS active participation in WASH Clusters during L3 emergencies.
* Support the development of agency WASH community of practice with emphasis in engaging relevant staff form country programs.
* Promote and foster safe and dignified work environments.

Key Working Relationships:

Internal: HRD WASH Team Lead and team members, other HRD staff, field-based WASH teams and as needed staff from Ag, Health, Nutrition, Business Development, WASH Regional Technical Advisors, and STA Water & Environment (PIQA).

External: Local and international NGOs involved in emergency and non-emergency support, cluster leads, partners, donors, research institutions and private sector companies, as appropriate.

* A Bachelor’s degree is required. Master’s in Water and Sanitation Engineering, Civil Engineering, Hydrology, Hydrogeology, Environmental Engineering and Public Health or a related field strongly preferred.
* Three to five years of relevant international experience in an advisory or management role for WASH programming, with preferably three to four years working in the field contributing to or managing WASH projects.
* Demonstrated experience and knowledge of best practices for water supply, sanitation and hygiene promotion in emergency response and recovery programs, including access to and provision of safe drinking water, practical and effective sanitation solutions, and behavior change though hygiene promotion.
* Previous experience developing successful proposals for external donor funding. Strong technical writer.
* Capable of leading the development of monitoring and evaluation reports, learning documents, and technical papers.
* Ability to provide technical assistance in multiple global regions.
* Familiarity with current standards and guidelines for water supply, sanitation and hygiene in humanitarian emergency response, in particular Sphere Standards.
* Good understanding of and experience coordinating with the WASH cluster mechanism in humanitarian crises.
* Excellent interpersonal diplomacy and negotiating skills and ability to manage conflict and move groups towards consensus.
* Strong interpersonal and communications skills. Strong understanding of relationship management best practices. Ability to relate to people at all levels of the organization and with diverse partner organization staff.
* Ability to work well as a member of multi-disciplined and multicultural teams.
* Capacity building experience and skills – understanding and use of adult learning techniques.
* Proactive and solution oriented. Seeks innovative, practical and cost-effective solutions that are culturally appropriate and makes use of locally available human and material resources.
* Strong PC skills (MS Office) and ability to use computer-based applicant tracking systems
* Ability to transfer knowledge through formal and informal training.

Foreign Language Required:
* French preferred. Arabic or Spanish, also a plus.

Physical Requirements/Environment:
* Ability to live and work in disaster affected areas
* Ability to deploy on short notice (within 48-72 hours) when needed
* Willingness and ability to travel overseas as required (40-60%)
