Technical Assistance to the Inter-Ministerial Coordinating Committee on
Decentralisation, in support of the Decentralisation Process in Ghana
This service contract constitutes the complementary measure under the European Union Sector Budget Support Programme to Decentralisation in Ghana (2018-2020) to build effective, accountable and inclusive institutions at all levels for sustainable development through the implementation of the National Decentralisation Policy Framework (NDPF). The service contract foreseen is to support the institutions in charge of the decentralisation reforms, particularly the Inter-Ministerial Coordinating Committee (IMCC) on Decentralisation and its members. This support will take the form of technical assistance focusing on skills transfer and capacity development in the planning and implementation of the National Decentralisation Policy Framework and the National Decentralisation Action Plan.
- At least 10 years professional experience in the technical areas of decentralisation reforms (political, administrative and fiscal), decentralisation policy and performance framework development, multi-stakeholder engagement, intergovernmental fiscal relation and financial transfer mechanisms, public administration and improved service delivery, capacity building for local governments
- Minimum of 6 years of professional experience in public financial management at local level, local taxation and revenue mobilization, local economic development policy implementation, public private partnerships, stakeholder participation at local level
- Experience from within other countries in the region/continent
- Previous experience as Team Leader / Coordinator and in Project Management
- Fluency in English
